Uganda has been engaged for a number of years in an ambitious programme of political and financial decentralization involving significantly expanded expenditure and service delivery responsibilities for local governments in what are now forty-five districts. Fiscal decentralization has involved allocation of block grants from the centre to complement increased local tax revenue-raising efforts by districts and municipalities. This article is conc…

  • Pensions reform, privatisation and restructuring in the transition: Unfinished business or inappropriate agendas

Roger Charlton, Roddy Mckinnon et al.•ARTICLE•Europe Asia Studies•1998•References: 11

Renewed policy-maker interest in the potentialities for interaction between private pensions and accelerated SOE privatisations rarely represents genuinely strategic thinking. Current policy sequencing seems significantly misplaced, most particularly in their focus on the prioritised stimulation of the private pensions sector. The available evidence in favour of this strategic choice is far from clear-cut in its implications. In practice, it is r…

  • The national provident fund model: An analytical and evaluative reassessment

    Open Access•Roddy Mckinnon, Roger Charlton et al.•ARTICLE•International Social Security…•1997•Cited by: 4•References: 12

Both earlier and current analytical perspectives on appropriate modes of delivering retirement provision have tended to underestimate both the inherent adaptability and the developmental potentialities of the national provident fund (NPF) model. The essence of this model is found in the welfare salience of the possibility of synergy between the NPF's direct (retirement provision) and indirect (development finance institution) roles in developing …

Roger Charlton, Roy May et al.•ARTICLE•Contemporary Politics•1995•Cited by: 1•References: 10

O ver the past decade or so, nongovernmental organizations (NGOs) have become increasingly widely recognized as a conceptually distinct, but empirically imprecise, organizational category with clear-cut developmental salience. This is based on a solid history of achievements accomplished across all regions of the South. Specifically, it was in the late 1980s 'that the development community at large, both individual experts and financial agencies,…

Botswana's history of uninterrupted competitive elections since 1965, and the extensive literature that these contests have engendered, are re-examined in order, first, to illuminate the developing views of Batswana on the purposes and meanings of these events, second, to examine the evolution of electoral processes in that state, and third, to elucidate the effects that elections have had on the institutionalisation of a stable polity. • Warlords and militarism in Chad

    Open Access•Roger Charlton, Roy May•ARTICLE•Review of African Political Economy•1989•Cited by: 12•References: 9

After considering the inadequacies of the prevailing concern in African studies with violence and the collapse of the postcolonial state, the authors argue that the uses made of concepts of ‘militarism’ and ‘militarisation’ are equally confused and inadequate, particularly in explaining recent Chad history. They suggest an alternative approach, the elaboration of the warlord model used to discuss Chinese history between 1916 and 1928. They argue …
