Since the expansion of the European Union (EU) in 2004 it has been widely assumed that the quality of UK public services has suffered due to high levels of worker migration from Eastern Europe. This article explores the effects of immigration on the service achievements of English local authorities between 2006 and 2007, and citizen satisfaction in 2006. The statistical results suggest that high levels of worker migration from EU A8 countries are…
Explaining Policy Punctuations
Recent policy research has turned from the testing of static, cross‐sectional theories to time‐serial analyses of dynamic processes. This attention has renewed interest in the debate over incrementalism in policy development. Recent efforts have suggested that policy histories involve a series of short periods of instability followed by extended periods of stability. Networking requirements, institutional capacity, and implementation gaps in transitional regimes
Network perspectives can be useful but require further development. Scholars seem simply to assume the presence and importance of policy networks. It is important, therefore, to investigate instances in which policy networks are absent - or present but exhibit structural 'gaps'. Such inquiries can help to clarify the value of the network notion for explaining policy dynamics. This study provides such an opportunity. The investigation focuses on p…

Evidence suggests that the US water sector is characterised by multiple arrays but not an overarching sector‐wide arrangement encompassing all the major decision‐making participants. The water policy field is marked by considerable fragmentation in structure, as well as by largely‐uncoordinated policy.
