Multiple Officeholding in Local and National Elective Positions
Combining a national electoral position with one or several local electoral positions is frequent among elected national officials in France, while it is legally prohibited or the object of cultural taboo in other European countries and the United States. This element of the French political system, for example being simultaneously a mayor, a regional councillor and a member of parliament, is referred to in this paper as “multiple officeholding” …
New Mayors: France and the United States
In 1983 we organized a conference on "Questioning the Welfare State and the Rise of the City" at the University of Paris, Nanterre. About a hundred persons attended, including many French social scientists and political activists. Significant support came from the new French Socialist government. Yet with Socialism in power since 1981, it was clear that the old Socialist ideas were being questioned inside and outside the Party and government-espe…
response to three questions can be found in the survey's results : are there Systems of linked values? Do values depend on the personal characteristics of local politiciens, and/or the local context? The answers to these quetions vary according to the values studied, but on the whole, correlation analysis shows that certain values are linked, but that they are rather independent of individual and contextual variables
Absolute Values and Practical Problems: Dilemmas of Local Politics in France
Political values are considered as inherent in human action (contrary to Plato's view of the transcendent reality of values), and as forming opposite contradictory poles for the axiological orientation of decisions (Weberian view of conflicting values). Germane to these postulates, 10 scales are used to assess the values of a sample of 90 local politicians and administrators in France, whose characteristics are correlated with values, as well as …
Local Political Recruitment in France and the United States: A Study of Mayors
Local elites are viewed as constituting the base of the political system. In such a perspective, they represent the first stage of the selection process for politicians. Looking at the political system as a whole, two hypotheses can be introduced: (1) Discontinuity between local political elites and central political elites; (2) Symbiotic continuity between the political levels, with local power being a springboard to higher political mandates an…
