  • Time and Public Administration

    Luther Gulick•ARTICLE•Public Administration Review•1987

The commemoration of 200 years of the U.S. Constitution presented in this issue and in hundreds of other events across the nation reflects a focus-perhaps temporary-on time, which is unusual in American society. Two-hundred years is an extremely short social history in the course of human affairs. The opportunity for the founding fathers to create a government on blank paper, drawing more from the theorists of the day than from the history and tr…

  • The Dynamics of Public Administration Today as Guidelines for the Future

    Luther Gulick•ARTICLE•Public Administration Review•1983

Nearly 50 years ago in Papers on the Science of Administration, I set forth some ideas on the nature of public administration at that time in history. Much has happened since to affect the field of public administration and my analysis of its nature. In this article I shall try to elucidate major dynamics that I consider essential for understanding the nature of public administration today, and for guiding the field into the future. First I shall…

In designing governmental changes to give us the required comprehensiveness and regional self-government we are controlled by eight objectives. Where existing government falls short of these goals, we must turn to political inventions. Four are suggested: The creation in each state of a new de…

Calling for the final abolition of the spoils system through the substitution of career service, Franklin D. Roosevelt has come forward with the boldest, the most courageous, and the most constructive step in his career. This program is part of his plan for the reorganization of the administrative structure and the fiscal controls of the government. There may be minor debatable issues. However, the comprehensive program is a weaving together of t…

The doctrine of prohibition rests on the assumption first that abuses can be eliminated by making them illegal; second, that the abuses themselves are significant and not merely symptoms of underlying forces; and third, that we can automatically achieve good government by eradicating vicious acts. Unfortunately, all these assumptions have fallen down. All the prohibitions with regard to purchases, the handling of funds, the appointment of personn…

JAMES BRYCE once remarked that a distinguishing feature of American government was the tremendous development of voluntary civic organizations. It requires no statistics to show that the number of such organizations, the breadth of their combined interests and the vigor of their activity in the United States is more accentuated than in other countries. There is scarcely a community large enough to boast a church or a school which does not have a …
