Raymond Kennedy, 1906-50
After graduation from Yale College in 1928 Raymond Kennedy began, almost fortuitously, a career in Far Eastern affairs by teaching for a year at the Brent School in the Philippines, Then, a year later, he became a field representative for General Motors in what was then called the Netherlands East Indies. As the peripatetic automobile salesman discovered the cultural riches of the fabulous Indies, he became progressively less interested in Americ…

Standardized Error and Japanese Character: A Note on Political Interpretation
Back in 1927 Vilhjalmur Stefansson wrote a little book entitled The Standardization of Error . In this essay he shows first of all that errors which fill social needs become standardized and, he suggests, it might be construed as antisocial to try to destroy them by raising points of fact. To this end, there is an advantage to knowledge by definition in contrast to knowledge by observation. This, as the writer points out, gives to arithmetic its …

Dr. Embree's Rejoinder
It is with some trepidation that I venture to differ in any way on matters concerning Indian affairs with so great an authority as John Collier, a man for whom I have great admiration not only because of his accomplishments in liberalizing the Indian Bureau in the thirties but also because of his broad humanistic endeavors on behalf of ethnic minority groups wherever they may exist in this sad post-war world. Indeed, I had thought that we were in…
The Indian Bureau and Self-Government
(Editors' Note: It perhaps should be stated here that the editors, while welcoming Dr. Embree's article, do not wish to be thought of as endorsing it. This is not because they are averse to taking sides, but rather because it seems to them that the proposal made by Dr. Embree is a question for the applied anthropologist. First, should the general policy which he states be adopted? Which means can we expect the consequences, in the long run, to be…

Some Social Functions of Religion in Rural Japan
In order to understand the religion of a society it is necessary to understand the social and economic organization of that society. In this study of a Japanese peasant community it is noted that those things which are of greatest social value to the community enter into its religious beliefs. Further, the religious life served to strengthen the social relations of the group involved and to emphasize the interdependence of the individual and the …

Resistance to Freedom: An Administrative Problem
Beginning in March 1942 and continuing until November of the same year, approximately 107,000 persons of Japanese ancestry were evacuated from the West Coast. They moved first to hastily prepared quarters in "assembly centers", such as race tracks and fairgrounds, then into equally hastily prepared "relocation centers" scattered from California to Arkansas
Section on Reports and Memoranda: Dealing with Japanese-Americans
The only thing evacuees in relocation centers have in common is their ancestry, i.e., their race. Because of this fact both the evacuees and members of the WRA staff are likely to assume many things to be racial which are in actual fact not racial but cultural
Japanese Administration at the Local Level
This paper consists chiefly of the minutes of a table-talk meeting of ward heads (kuchō), village councillors (sonkaigin), the headman (sonchō), the agricultural adviser and others concerning the formation of a debt clearing association, held at the schoolhouse of a Japanese village (Suye Mura) on September 26, 1936

Democracy in Postwar Japan
The pre-war government of Japan was unique in Asia in being a real, if limited, democracy. After the war the present militaristic cabinet may be overthrown by a popular uprising. But, on the other hand, occupation by a conquering army may create sentiments against democracy and unintentionally foster reaction

Military Government in Saipan and Tinian: A report on the organization of Susupe and Churo, together with notes on the attitudes of the people involved
The present report was prepared in connection with investigations of Japanese attitudes in occupied areas carried on by the Office of War Information in order to lay a basis for an American information program in Okinawa. The sudden end of the war made obsolete many of its findings and recommendations from the point of view of a government information agency. However, as an example of applied anthropology, it retains some interest as a case study
