On 10 December 1997, accompanied by much pomp and fanfare, President Nursultan Nazarbaev triumphantly declared Aqmola to be the new capital of Kazakstan in accordance with a 1995 decree he had signed in Almaty. Henceforth, he ordered, all official state business would be transferred from Almaty to Aqmola as expeditiously as possible. Even more dramatic was the context in which President Nazarbaev chose to make the announcement, namely, in the com…

  • In Memoriam

    Open Access•Henry R Huttenbach•ARTICLE•Nationalities Papers•1995

Don—by which name I knew him since I became his graduate student in 1956—belonged to a rare breed of academicians: he was a devout man for whom the personal adventure of life and human history in its totality had a moral dimension; in his quest for understanding himself and others, there was always an underlying moral drama; there was not just the realm of the true and the false but also a fundamental layer of the right and the wrong. For Don, th…

The essays in this collection marking the twentieth anniversary of Nationalities Papers have sought to come to grips with the sudden and rapid changes that continue to shake the ex-communist states, a process that is still in its initial stages and still far from attaining a new equilibrium, whose outlines are but vaguely defined even to an expert's eye

A revolution is taking place: the Raspad , or Great Collapse, of which the dissolution of the USSR was but the beginning of a major political reshufflement throughout Eurasia, a continuing process that is still …

If the years 1988–1990 showed Gorbachev the difficul ties of governing a federation of republics whose titular majorities relentlessly strove for greater autonomy, even independence, then the last twelve months demonstrated to him the complexities of managing a federation of multiethnic republics (Appendix 3) whose minorities were no less determined to gain their share of self-rule and to pursue their particular interests. The Nazi assault on Gypsies as an undesirable group was launched in the first months of the Third Reich. By the end of 1933, the outlines of a policy of total removal and, if possible, extinction were in place. Over the course of the first year of Hitler's rule, Gypsies had been numbered among those destined for mass sterilization. The goal of preventing their propagation had been pronounced on July 14 when the new cabinet issued a statement (wit…

Without a thorough grounding in the pre- and post-1917 historical dimension of the Nagorno-Karabakh dispute, one will have difficulty comprehending the depth of sentiment, indeed passion, it arouses among the disputing parties, in this case among Armenians, whether inside or outside the Soviet Union. The roots of prying Nagorno-Karabakh from Muslim control via Russian intervention go back to the seventeenth century when Armenian emissaries contac…

When Nationalities Papers was founded in 1972, it was in the context of a bipolar world. At the time two impressions of the Soviet-American global hegemony prevailed: 1) that the international community enjoyed a measure of stability, thanks to the US's and USSR's tacit acceptance of their respective spheres of influence; and 2) that the shared supremacy of the two super-powers would remain a constant, lasting well into the twenty-first century (…
