Poverty Among Small Farmers Under Frei and Pinochet, 1968–1986
This paper draws on the results of a nation‐wide panel study of small farm households interviewed in 1968 and 1986 to complement accounts of Chile's economic performance under the governments of President Frei (1964–1970) and General Pinochet (1973–1989). It is shown that in contrast to macroeconomic trends of increased inequality and impoverishment after 1973, the incidence of poverty in the sample declined slightly but significantly over the pe…

The decline of an export industry, or the growth of Peruvian sugar consumption in the long run
Growth of domestic consumption of agricultural exportables is a neglected aspect of LDCs’ long‐run primary export performance. Price and income elasticities of local demand for specific exportables vary with economic development, so the Peruvian sugar industry was chosen to illustrate how and why such changes occur. Elasticity estimates for different types of sugar are presented for several time periods between 1913 and 1978. A comparison of thes…
Strategies of technical choice in the Peruvian sugar industry, 1955–74
Despite the rapidly growing literature on agricultural mechanisation in developing countries, there are few studies which examine the evolution of technical choice on large plantations over time. This article analyses the process of selective mechanisation in sugar cane harvesting on three Peruvian plantations over a 20‐year period. Decisions regarding the choice of technique and the control of field labour are intimately connected. The concept o…
The Less Developed Economy: A Critique of Contemporary Theory
Transnational Corporations and Asymmetries in the Latin American Food System
Several years ago Bacha identified three intellectual streams in the burgeoning literature on unequal exchange. For Marxists such as Emmanuel, the problem was analysed as a central feature of the development of capitalism on a world scale which had its source in the existence of higher real wages in the developed Centre than in the underdeveloped Periphery. For neo-Ricardians such as Steedman, the phenomenon arises as a result of extending their …
Agrarian reform and seasonal employment in coastal Peruvian agriculture
This article attempts (i) to estimate intra‐year casual labour supply functions (ICLSF) for single field tasks to selected agricultural production cooperatives in Northern Peru; (ii) to explain the marked seasonal variation in wage rates paid by these cooperatives to casual workers; (iii) to evaluate the relevance of minimum wage legislation for casual labourers on these enterprises, and (iv) to assess the degree of labour market integration both…

Peasants, proletarianization and the articulation of modes of production: The case of sugar cane cutters in northern Peru, 1940-69
This article examines the transformation of the labour market for sugar cane cutters in an area of Northern Peru between 1940 and the onset of the Agrarian Reform in 1969. The system of enganche (debt bondage) is described for one large sugar estate and is identified as a historically specific stage in the development of the labour market. This system disappeared in the 1960s, owing to a combination of population growth in the highlands, heavy ru…
