How Student Disability Classifications and Learning Outcomes Respond to Special Education Funding Rules: Evidence from British Columbia
In 2002, British Columbia eliminated supplemental grants to school districts for some students with special needs. This study provides estimates of the response of special needs designations and academic performance to this funding change. Using student-level panel data, we find that students were less likely to receive a gifted, moderate behavioural disorder, or mild mental illness designation under the new funding rules. The Dynamic Demand for Part‐time and Full‐time Labour
This paper explores the hypothesis that part‐time work plays a distinct role in the adjustment strategies of firms in the face of economic shocks. Dynamic labour demand equations for part‐time and full‐time labour estimated from monthly data from the US Current Population Survey indicate that part‐time labour is adjusted more rapidly in a number of industries. Mandatory Notice and the Jobless Durations of Displaced Workers
Using Canadian Displaced Workers Survey data for 1981-86, the author studies the effect of Canadian advance notice laws on displaced workers' jobless durations. By considering statutory notice requirements, rather than actual notice provision, the author is able to avoid the problems associated with the endogeneity of notice that have characterized previous studies of this question. The Response of Wages to Protective Labor Legislation: Evidence from Canada
Using micro data from the 1986–87 Canadian Labour Market Activity Survey, the author examines the wage effect of laws requiring advance notice of layoffs and in some cases also requiring severance payments to laid-off workers. The results suggest that incumbent workers protected by advance notice and severance pay laws were able to extract higher wages than were incumbent workers unprotected by such laws. Testing Dynamic Specification of Factor Demand Equations for U.S. Manufacturing
This paper addresses the question of dynamic specification of empirical models of factor demand for annual U.S. manufacturing data from 1947 to 1981. Frequently used models that treat a subset of factors as variable are shown to be misspecified. An error-correction model is considered as an alternative specification.
