A postcosmopolitan condition? Economic progressivism and the return of great power war
As an emancipatory political project, cosmopolitanism always invited skepticism. This paper focuses on the economic-progressivist line of critique of cosmopolitanism, which has gained momentum in recent years. This critique is based on real concerns that the economic left must prioritize and integrate into its thinking; however, it is also fatally flawed. Any progressive project that takes seriously strong democratic self-determination for all pe…

Justification Crisis
This essay explores the problem of legitimation crises in deliberative systems. For some time now, theorists of deliberative democracy have started to embrace a “systemic approach.” But if deliberative democracy is to be understood in the context of a system of multiple moving parts, then we must confront the possibility that that system’s dynamics may admit of breakdowns, contradictions, and tendencies toward crisis. Yet such crisis potentials r…
Security and democratic equality
After a recent spate of terrorist attacks in European and American cities, liberal democracies are reintroducing emergency securitarian measures (ESMs) that curtail rights and/or expand police powers. Political theorists who study ESMs are familiar with how such measures become instruments of discrimination and abuse, but the fundamental conflict ESMs pose for not just civil liberty but also democratic equality still remains insufficiently explor…
Civic Life and System Stewardship on the Job
Stewardship for well-being is an ancient and still-evolving field of practice concerned with any system that affects who thrives, struggles, or suffers. It is a distinctive way of working across boundaries to reframe how people approach routine work, organizational design, and democratic self-governance. It has been paired effectively with a set of interdependent vital conditions that are the focus of a growing consensus about what produces equit…

The diversity and unity of critical theory in Prague
A tale of two demoi
Recent years have witnessed an explosion of debate re what democratic theory has to say about the boundaries of democratic peoples. Yet the debate over the ‘democratic boundary problem’ has been hindered by the way contributors work with different understandings of democracy, of democratic legitimacy and of what it means to participate in a demos. My argument is that these conceptual issues can be clarified if we recognize that the ‘demos’ consti…
Thinking politically about crisis
Crisis” is a key concept in our political lexicon. Since the beginning of the modern age, it has arguably been, as much as anything, the experience of crisis that has calibrated the aims of both politics and political theory. But as central as crisis experiences have been for the shaping of our political imaginary, the concept itself has proven difficult to incorporate into the political theory enterprise. In this article, I argue that we can thi…
Analyzing National Health Reform Strategies With a Dynamic Simulation Model
Proposals to improve the US health system are commonly supported by models that have only a few variables and overlook certain processes that may delay, dilute, or defeat intervention effects. We use an evidence-based dynamic simulation model with a broad national scope to analyze 5 policy proposals. Our results suggest that expanding insurance coverage and improving health care quality would likely improve health status but would also raise cost…
Practical Challenges of Systems Thinking and Modeling in Public Health
Objectives. Awareness of and support for systems thinking and modeling in the public health field are growing, yet there are many practical challenges to implementation. We sought to identify and describe these challenges from the perspectives of practicing public health professionals. Methods. A systems-based methodology, concept mapping, was used in a study of 133 participants from 2 systems-based public health initiatives (the Initiative for t…
Understanding Diabetes Population Dynamics Through Simulation Modeling and Experimentation
Health planners in the Division of Diabetes Translation and others from the National Center for Chronic Disease Prevention and Health Promotion of the Centers for Disease Control and Prevention used system dynamics simulation modeling to gain a better understanding of diabetes population dynamics and to explore implications for public health strategy. A model was developed to explain the growth of diabetes since 1980 and portray possible futures …
Systems Thinking and Modeling for Public Health Practice
Many public health workers will regard this issue of the Journal, devoted to the theme of systems thinking and modeling, as a welcome affirmation that our endeavors to protect the public’s health do indeed depend on more than the sum of their parts. As Midgley observes, “The whole concept of public health is founded on the insight that health and illness have causes or conditions that go beyond the biology and behavior of the individual human bei…

A Systems Approach to Qualitative Data Management and Analysis
The basic components of qualitative data analysis are systematically organized and described. The authors propose a system centered on a database architecture with four elements that correspond to the fundamental types of information collected in the research process: (1) characteristics of the sources where answers to research questions are sought, (2) primary information collected from the sources, (3) secondary information generated to assist …
Codebook Development for Team-Based Qualitative Analysis
One of the key elements in qualitative data analysis is the systematic coding of text (Strauss and Corbin 1990:57 60; Miles and Huberman 1994:56). Codes are the building blocks for theory or model building and the foundation on which the analyst’s arguments rest. Implicitly or explicitly, they embody the assumptions underlying the analysis. Given the context of the interdisciplinary nature of research at the Centers for Disease Control and Preven…
Processes of Change in the Adoption of Consistent Condom Use
Descriptions of reproductive and sexual behavior were obtained from interviews with a convenience sample of women at risk of HIV infection or transmission to assess whether the processes of change (POC) constructs from the Transtheoretical Model apply to women's explanations of condom behavior change. Participants were recruited from public housing, drug treatment centers, homeless shelters, and other sources. Interviews with 45 women were select…
