This note demonstrates that when faced with a pollution constraint imposed by a policy agent where improvements in technology to reduce emissions are costly, the optimal strategy for the firm is a combination of output reductions and abatement expenditures

Equity and equivalence aspects of effluent and output taxes
This paper extends the recent analysis of several authors which examine the effects of output and effluent taxes as instruments to reduce waste emission. The first part of the paper examines the principle of equity in situations where polluting firms face different demand elasticities with respect to their output of goods.
