Contrary to the popular view of mandates as rigid and dictatorial mechanisms, this article advances a view of mandates as mechanisms for cooperation and negotiation. This article analyzes the influence of state, region, and urbanization on adoption of comity government structural reform, exemplified by charter adoption, appointment of county administrators, and election of executives. It examines3, 119 counties on which data were available, emphasizing the 786 counties with appointed administrators, 382 with elected executives, and 117 with charters. Counties are assuming more important responsibilities as urban governments and they are increasingly becoming objects of study for urban researchers. This article argues that some recent studies have not recognized that counties are different from cities as research units. The District of Columbia Educational Tax Credit Issue: A Research Note
This research note examines a recent tax credit initiative held in The District of Columbia. At issue was a tax credit of $1,200 per family for each child enrolled in a private school. Thus, parents, or guardians with children enrolled in private schools, stood to receive significant lax reductions. This referendum, if successful, would have had dramatic effects on the tax resources available to the District of Columbia and had a profound impact …

This research examines how sixteen state commissions on local governments concep tualized and defined urban problems. The research indicates that the commissions had a reform-oriented definition which stressed governmental fragmentation and multi plicity.
