  • Comparative and International Public Administration: Building Intellectual Bridges

    Ferrel Heady•ARTICLE•Public Administration Review•1998

The Section on International and Comparative Administration (SICA) of the American Society for Public Administration (ASPA) is 25 years old. This is an opportune time both for retrospection and for looking ahead. My purpose, however, is not to undertake a balanced analysis of achievements and shortcomings--I hope others will do that--but to examine closely only one aspect of the history of SICA. In my opinion, SICA has not yet succeeded in its lo…

  • American Constitutional and Administrative Systems in Comparative Perspective

    Ferrel Heady•ARTICLE•Public Administration Review•1987•References: 1

Some cautions must be kept in mind when American constitutional and administrative systems are examined from a comparative perspective. The most important is that to a remarkable extent the course of political development in the United States has been influenced by internal rather than external factors. The resulting constitutional and administrative amalgam is a product which is uniquely American, even though it can be traced historically to div…

  • Comparative Administration: A Sojourner's Outlook

    Ferrel Heady•ARTICLE•Public Administration Review•1978•References: 4

A fter ten years away in the far country of academic administration, I should probably not have expected the once familiar territory of comparative administration to look the same upon return. Even so, I have not yet fully recovered from the shock of setting foot again on what at first seemed familiar shores and finding that a terrain generally viewed as full of promise a decade ago now seems to be regarded by its inhabitants and their neighbors …

  • The New Reform Movement in Regulatory Administration

    Ferrel Heady•ARTICLE•Public Administration Review•1959

THE year 1946 saw enactment of United States Administrative Procedure Act and official approval of Model State Administrative Procedure Act as guide to state action. The national was widely hailed by its sponsors in legal profession as Magna Carta of administrative and Bill of Rights for citizens in dealings with administrative agencies.1 Similar terms of praise were lavished upon state laws patterned after Model Act. A conclusion easily drawn fr…

  • The Michigan Department of Administration; A Case Study in the Politics of Administration

    Ferrel Heady, Robert H Pealy•ARTICLE•Public Administration Review•1956

THE Michigan Department of Administration, a central management agency which is responsible for most of the activities of the state government, was created and began to function in 1948. In commentaries on similar central management agencies and their work, references to the environment of state government have been rare. The advocates of agencies like the Michigan department, together with the commentators on those which have been created, have …

  • Institute of Public Administration, University of the Philippines

    John W Lederle, Ferrel Heady•ARTICLE•Public Administration Review•1955

BOTH the United Nations and the United States technical assistance programs are giving increasing attention to the establishment of training and research centers in public administration. In sponsoring these centers, such as the new Institute of Public Administration in the Philippines, those concerned with project priorities should be commended for supporting some projects with broad, long-term educational objectives rather than only those havin…

  • State Administrative Procedure Laws: An Appraisal

    Ferrel Heady•ARTICLE•Public Administration Review•1952

ment toward the enactment of general statutes containing codes of procedure to be followed by regulatory agencies. This movement is one expression of a growing concern over the problem of administrative procedure which has accompanied the tremendous expansion of regulatory administration in recent years. The central problem is how to strike a balance between the objectives of protecting individuals from arbitrary action by administrative agencies…

  • The Hatch Act Decisions

    Open Access•Ferrel Heady•ARTICLE•American Political Science Review•1947

The principal provisions of Sections 9 and 12 of the Hatch Act, designed to limit the political activities of federal employees and of certain state employees, were challenged in two cases decided by the Supreme Court in February, 1947, and held constitutional in both instances by a divided court. Section 9 of the Hatch Act forbids most officers and employees in the executive branch of the federal government to take “any active part in political …

  • A New Approach to Federal Executive Reorganization

    Open Access•Ferrel Heady•ARTICLE•American Political Science Review•1947

The recurring problem of executive reorganization once again has become a major issue. One reason is the recognition in all quarters of the desirability of a thorough overhauling of the vast federal administrative structure which mushroomed necessarily under pressure of the war emergency, and of the necessity for a reconversion of the executive organization to a peacetime basis. Another incentive to renewed concern is the urgency of assuring orga…
