  • Some International Implications of Weather Modification Activities

    Open Access•Rita Falk Taubenfeld, Howard J Taubenfeld•ARTICLE•International Organization•1969•Cited by: 3•References: 8

At the present time scientific opinion has shifted to the view that man can, in certain circumstances and at certain places, modify at least local weather conditions in limited ways. Many believe that man can dissipate certain “cold” fogs in limited areas for short periods; that he can increase rainfall or snowfall by perhaps ten to fifteen percent in a local area in narrowly limited circumstances; that he can probably convert hail into less dang…

    Open Access•Rita Falk Taubenfeld, Howard J Taubenfeld•ARTICLE•International Organization•1964•References: 10

Several categories of suggestions have been put forth in recent years aimed at the relief of the financial problems of the United Nations. Major attention in the United Nations itself and in many writings has focused on modification of budgetary procedures, assessment criteria, and collection administration designed to induce adequate support from Members. Paralleling this, some Members and the Secretary-General as well have called for strict eco…

  • Outer Space, Antarctica, and the United Nations

    Open Access•Philip C Jessup, Howard J Taubenfeld•ARTICLE•International Organization•1959•Cited by: 1•References: 2

Some of the current spate of writing about outer space is so highly imaginative as to discourage serious students of international organization and law from pursuing detailed studies of very real problems which now confront the UN. Antarctic possibilities are only slightly less fabulous and some of the problems there raised may be even more immediate. There are those who are troubled by the difficulty of mastering a new massive subject matter som…

  • International Actions and Neutrality

    Open Access•Howard J Taubenfeld•ARTICLE•American Journal of International…•1953•Cited by: 1•References: 1

Despite a widespread hope that in the United Nations mankind had created an organization which would eliminate warfare, events have unfortunately proved that international conflict, with all its attendant legal problems, is not yet a dead issue. Although the United Nations has not extirpated armed conflict, it has, by its very existence and by its actual and potential role as a participant in, and even as an originator of, military actions, alter…

  • International Armed Forces and the Rules of War

    Open Access•Howard J Taubenfeld•ARTICLE•American Journal of International…•1951

There is general international acceptance at the present time of many limitations placed on the conduct of the forces of states engaged in armed conflict. It is generally agreed, for example, that prisoners of war must be treated humanely; that wounded, sick and shipwrecked members of armed forces must receive special attention; and that the position of noncombatants and persons in occupied territory must be safeguarded. Limitations on the use of…
