Free Ports in the Liberal Imagination
This essay relies on an extensive database of articles from The Economist and The New York Times to track the contours of free port debate over time. A secondary aim (exploiting this database) is to map more fully the spatial and chronological bounds of the free port. A third, more tentative goal is to gauge how the free port functioned and why it became outmoded by the late twentieth century, as discourse about the free port gave way to a wider …
The Global History of the Free Port
This article sketches a new, integrated history of the free port from the late sixteenth to the mid twentieth century. It lays out the historiographical problems associated with the free port, ranging from how to conceptualise the form and function of the institution and the uses to which it has been put, to situating its place within liberal political economy. Livorno's neutrality during times of war and its position in the corsair and privateering economies would appear to support just such an interpretation of Livorno's growth. Nevertheless, while such interstitial roles were real, by the…

Managing Free Trade in Early Modern Europe
In November 1644, the ship captain Sebastiane Ferro arrived at the Tuscan port of Livomo with a cargo of wine. Even before requesting the pratica of the portentry for the purpose of trade-he asked to receive the exemptions of Livomo, "to be sure that in corning onto land he not be molested either in his person or in his goods for civil debts contracted in foreign states." Technically, these exemptions were restricted to inhabitants of the city. N…
