  • Distributional Effects of Local Minimum Wages

Weilong Zhang, Petra E Todd et al.•ARTICLE•Journal of Labor Economics•2025

This paper develops a spatial general equilibrium job search model to study the effects of local and universal minimum wage policies on employment, wages, job postings, vacancies, migration, and welfare. Workers search for jobs locally and in neighboring areas, deciding whether to migrate or commute after receiving remote offers. The model, estimated using ACS and QWI data, reliably forecasts commuting responses to city minimum wage hikes. Simula…

  • Conditional Cash Transfers

Susan W Parker, Petra E Todd et al.•ARTICLE•Journal of Economic Literature•2017

Conditional cash transfer (CCT) programs innovate by conditioning transfers to poor families on investments in the human capital of children and other family members. The Mexican CCT program Progresa/Oportunidades began in 1997 and has served as a model for many of the now over sixty countries with CCTs around the world, in large part due to its initial evaluation with an experimental design and numerous follow-up studies. This article reviews th…

  • Aligning Learning Incentives of Students and Teachers

    Jere R Behrman, Susan W Parker et al.•ARTICLE•Journal of Political Economy•2015•Cited by: 24•References: 1

This paper evaluates the impact of three different performance incentive schemes using data from a social experiment that randomized 88 Mexican high schools with over 40,000 students into three treatment groups and a control group. Treatment 1 provides individual incentives for performance on curriculum-based mathematics tests to students only, treatment 2 to teachers only, and treatment 3 gives both individual and group incentives to students, t…

  • Schooling Impacts of Conditional Cash Transfers on Young Children

    Jere R Behrman, Susan W Parker et al.•ARTICLE•Economic Development and Cultural…•2009•Cited by: 5•References: 31

This paper evaluates impacts of Oportunidades, a Mexican conditional cash transfer program, on educational outcomes 5.5 years after program initiation for a group of children who were age 0 to 8 years pre-program. The oldest children within this age range received educational scholarships. The youngest children did not receive the scholarships because they had not yet started the third grade of school (the initial grade for scholarships), but wer…

  • The Production of Cognitive Achievement in Children

Petra E Todd, Petra Todd et al.•ARTICLE•Journal of Human Capital•2007

This paper studies the determinants of children’s scores on tests of cognitive achievement in math and reading. Using rich longitudinal data on test scores, home environments, and schools, we implement alternative specifications for the cognitive achievement production function that allow achievement to depend on the entire history of lagged home and school inputs as well as on parents’ ability and unobserved endowments. We use cross‐validation m…

  • Assessing the Impact of a School Subsidy Program in Mexico

Petra E Todd, Petra Todd et al.•ARTICLE•American Economic Review•2006

This paper uses data from a randomized social experiment in Mexico to estimate and validate a dynamic behavioral model of parental decisions about fertility and child schooling, to evaluate the effects of the PROGRESA school subsidy program, and to perform a variety of counterfactual experiments of policy alternatives. Our method of validation estimates the model without using post-program data and then compares the model’s predictions about prog…

  • Does matching overcome LaLonde's critique of nonexperimental estimators?

  • Evaluating Preschool Programs When Length of Exposure to the Program Varies

Jere R Behrman, Yingmei Cheng et al.•ARTICLE•The Review of Economics and…•2004

Nonexperimental data are used to evaluate impacts of a Bolivian preschool program on cognitive, psychosocial, and anthropometric outcomes. Impacts are shown to be highly dependent on age and exposure duration. To minimize the effect of distributional assumptions, program impacts are estimated as nonparametric functions of age and duration. A generalized matching estimator is developed and used to control for nonrandom selectivity into the program…

  • On the Specification and Estimation of the Production Function for Cognitive Achievement

    Open Access•Petra E Todd, Petra Todd et al.•ARTICLE•The Economic Journal•2003•Cited by: 59•References: 38

This paper considers methods for modelling the production function for cognitive achievement in a way that captures theoretical notions that child development is a cumulative process depending on the history of family and school inputs and on innate ability. It develops a general modelling framework that accommodates many of the estimating equations used in the literatures. It considers different ways of addressing data limitations, and it makes …
