Magic and Migration among the Jornada Mogollon
This article focuses on benefits of understanding magic and animism in archaeological study of migration. We argue that new religious movements offer causes for migration and that ethnic understandings of animistic power shape preferences in construction materials, artifacts, and closure practices. In our North American Southwest case study of the Cottonwood Spring Pueblo Community (LA 175), we contend this fourteenth-century site formed through …

Animate Shadows of Bears and Giants
This chapter explores the performance of light and shadows in two ancestral Pueblo rock art sites in southeast Utah. These sites possess anthropomorphic rock faces and modified features to create both anthropomorphic and zoomorphic images that we argue derive from mythological traditions of Pueblo peoples. Specifically, light/shadow patterns at these sites produce and interact with Bear and War Twin imagery on prominent dates of the solar calenda…
The history of nuclear power’s imagined future
Separated civil plutonium should be formally regarded as a waste, not a fuel that has value. It is time for governments and industries to acknowledge – everywhere – that civil reprocessing, plutonium’s provider, is a waste-generating and complicating technology, a source of dangers and burdens rather than putative benefits. Much better solutions to spent fuel management and energy production now exist. Long unwanted as fuel by utilities, immense …

Managing, reconciling, and manipulating the deterrence and disarmament norms
Norm contestation and the search for legitimate and acceptable compromise have been persistent features of the nuclear non-proliferation regime. They have also marked the domestic politics of nuclear weapons, especially within democracies. How do those internal and external contestations and searches for compromise interact? Attention will focus on the United Kingdom that stands out for the openness of domestic debate on nuclear policy, division …
Human Rights, Modernity, and Milton'sAreopagitica
Some of the founding documents of our modern human rights culture assert that, by virtue of natural law, the will of God, the will of a Supreme Being, or some kind of natural world order, all humans have a right to civil liberties. In Areopagitica (1644), Milton rejects this way of grounding the claim to civil liberties. Instead, he argues for civil liberties on pragmatic grounds, but also on the premise that members of political societies are en…

International Affairs and ‘the nuclear age’, 1946-2013
The article reflects on the distinguished record of publication, in around 130 articles over nearly seventy years, on nuclear politics in International Affairs. Although constituting a small drop in the torrent of writings on nuclear matters since 1945, it can fairly be regarded as the most significant contribution to nuclear discourse by any journal outside the United States. The articles published in International Affairs have covered a wide ra…

Prologue
International nuclear order
The article‘Nuclear enlightenment and counter-enlightenment by William Walker opened the special issue of International Affairs which was published in May 2007. In it, he claimed that the United States departed in the late 1990s and early 2000s, at the height of its hegemonic influence, from a conception of international nuclear order that it had held to, with few interruptions, over several decades. By so doing, it contributed substantially to t…
Nuclear enlightenment and counter-enlightenment
Given the apocalyptic nature of nuclear weapons, how can states establish an international order that ensures survival while allowing the weapons to be used in controlled ways to discourage great wars, and while allowing nuclear technology to dif use for civil purposes? How can the possession of nuclear weapons by a few states be reconciled with their renunciation by the majority of states? Which political strategies can best deliver an internati…

The Materiality of Social Power
Destination unknown
The much discussed expansion of investment in nuclear power in response to global warming and energy scarcity depends on solutions being found to the management and disposal of spent reactor fuels. The reprocessing route, involving the separation from radioactive waste of plutonium and uranium and their subsequent recycling, has long been advocated. However, experience shows that it suffers from chronic problems of coordination, usually resulting…
Sallust and Skinner on Civil Liberty
This article provides an account of what may reasonably be inferred from Sallust’s historical writing about how he understands civil liberty, what he feels is necessary for it to exist in any given political society, why he feels it is important, and the extent to which he feels it is properly enjoyed by the plebeian citizens of Rome. On the basis of this account, the article revises recent arguments presented by Quentin Skinner, Philip Pettit an…
Stratigraphy and Practical Reason
The organization of human behavior often defies utilitarian or practical reason. Inferences based in practical reason simplify behavioral variability and as a result obscure evidence of ritual organization contained in sequences of archaeological deposits. To expose such sequences, 1 offer a behaviorally based artifact life history approach to the study of prehistoric ritual stratigraphy. I illustrate this approach through a case study of ethnogr…

International Nuclear Relations After the Indian and Pakistani Test Explosions
India’s and Pakistan’s nuclear tests have dismayed the international community. However, they can be seen as a culmination of the deterioration of international nuclear relations that has taken place since the mid‐1990s. The author examines the reasons for this deterioration which he finds in US–Russian relations, the Middle East and South Asia, in disputes over arms control objectives, and in normative and procedural dilemmas that emerged as the…

The Early History of the Cherokee Syllabary
In the number and forms of its characters, the printed Cherokee syllabary is virtually the same today as it was in i8z8. Before I8z8 the characters underwent dramatic changes, which have been attributed in recent decades to missionary influence; but documents written by Sequoyah himself, the testimony of a number of his contemporaries, and the Hicks syllabary of 1825 all suggest that Cherokees alone developed the syllabary and adapted it to the r…
The Beautiful and the Dangerous

We see the joys of love, marriage, and childbirth and the tragedies of illness, alcoholism, and death. We rediscover the South-western landscape, its plants and wildlife, in light of traditional Zuni teachings. 'The Beautiful and the Dangerous' w…

The approaching plutonium surplus
The vision of cheap energy independence through civil nuclear power has faded in the late 1980s as the costs of nuclear programmes have come to light. But present nuclear plans in Japan, France and Britain are set to produce quantities of plutonium in the 1990s which, the authors argue, will be surplus to requirements and very difficult to use. The over-production of plutonium will pose political and security problems—particularly for Japan, whic…

Palowahtiwa and the Economic Redevelopment of Zuni pueblo
This essay reviews the history of Zuni metal working over the past four centuries, with particular emphasis on the role of Palowahtiwa in organizing and developing the Zuni silversmithing industry in the late nineteenth century prior to its emergence as the major industry of the pueblo. The enduring vitality and unparalleled economic success of the Zuni silversmithing industry warrants a review and, perhaps, a reanalysis of its origins, particula…
