Polarization, Hyperbole and the Battle for Control over the Narrative

Determinants of Profitability of Polish Rural Micro-Enterprises at the Time of EU Accession
Rural micro-enterprises are an important factor in sustainable rural development in post-transitional Eastern Europe. This paper deals with determining the key factors influencing profitability in rural micro-enterprises in Poland. The research design was based on a questionnaire survey of 300 rural micro-enterprises in the food-processing sector in rich and poor Polish provinces. The analysis carried out in this study is centered around the Poli…

Ownership and Control in Mexico's Community Forestry Sector
Ownership and control are rarely synonymous. This article examines the factors motivating Mexican agrarian communities with forests to participate and invest in timber production activities, an opportunity that has opened in the past 20 years due to changes in Mexican forestry policy. We propose that contractual difficulties with downstream production services and buyers led community members to forward integrate into the wood production industry…
Collective choice and community forestry management in Mexico
Democratic participation has increasingly become a natural resource management policy approach for governments around the world. Yet, its effective application across stakeholder groups remains a challenge. With original survey data from Mexico, a country with extensive common property forestland, we assess the effect of incorporating both local representation and outside technical expertise on forest management. Descriptive statistics show how e…
Agricultural Biotechnology's Complementary Intellectual Assets
We formulate and test a hypothesis for the dramatic restructuring that the plant breeding and seed industry has recently undergone: the reorganization can be explained in part by the desire to exploit complementarities between intellectual assets needed to create genetically modified organisms. This hypothesis is tested using data on agricultural biotechnology patents, notices for field tests of genetically modified organisms, and firm characteri…
Stigmatized Asset Value
Stigma is a negative attribute of real estate acquired by environmental contamination and reflected in its value (Elliot-Jones, 1996). Using a model of neighborhood turnover with external economies, we show that both temporary stigma and long-term stigma are possible equilibrium outcomes after the discovery and cleanup of a hazardous waste site. The existence and duration of stigma are examined using hedonic price techniques with data from housin…
Agricultural Globalization Trade and the Environment
Neighborhood Effects and Compensation for Property Value Diminution
This paper analyzes the legal issues surrounding defendants’ liability for property value diminution caused by stigma from environmental contamination. The courts, law review articles, and public policy analyses are in disagreement over how to handle stigma damages. This paper argues that a reasonable risk of contamination is not required for a nuisance claim if community effects, which were caused by the contamination, are present. The authors t…

Valuing Research leads
Bioprospecting has been touted as a source of finance for biodiversity conservation. Recent work has suggested that the bioprospecting value of the “marginal unit” of genetic resources is likely to be vanishingly small, creating essentially no conservation incentive. This result is shown to flow specifically from a stylized description of the research process as one of brute‐force testing, unaided by an organizing scientific framework. Scientific…

Predatory Versus Productive Government
This essay will argue that agricultural policy in the United States has led to both the enhancement of efficiency through “productive policies” and the transfer of wealth and income to special interests through redistributive or “predatory policies.” These two activities can be labeled as PESTs and PERTs. PEST policies, or political-economic-seeking transfers, are meant to redistribute wealth from one social group to another and are not explicitl…
Linkages Among Commodity Futures Markets and Dynamic Welfare Analysis
This study constructs dynamic welfare measures for a system of futures markets that express the allocative efficiency of a particular market as a function of its accuracy and speed of adjustment following a shock to the system. The system comprises futures prices for T-bills, exchange rates (German mark, British pound, Canadian dollar and yen), and agricultural commodities (corn, wheat, and cotton) for delivery in 1981 and 1982. The results sugge…
