Asean and the Covid-19 pandemic
The Association of Southeast Asian Nations (ASEAN) is a state-based membership organisation that facilitates cooperation in Southeast Asia. Over the past two decades, ASEAN has strengthened its cooperation efforts in health, particularly in managing infectious diseases. This scoping review explores the role and response of ASEAN in the COVID-19 pandemic, following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses extension fo…
Electoral Turnovers
In most national elections, voters face a key choice between continuity and change. Electoral turnovers occur when the incumbent candidate or party fails to win reelection. To understand how turnovers affect national outcomes, we study the universe of presidential and parliamentary elections held since 1945. We document the prevalence of turnovers over time and estimate their effects on economic performance, trade, human development, conflict, an…
The European Union’s development assistance for health (DAH) in Vietnam
Development Assistance for health (DAH) has increased dramatically these last two decades. While according to the official rhetoric, it aims at 'health improvement' and 'poverty reduction', such apolitical purposes have been questioned by scholars who identified other major objectives. However, few studies have sought to uncover the motivations behind EU's health assistance. To fill such academic gap, this article explores the main drivers that ha…
Asean’s “actorness” and “effectiveness” regarding the Covid-19 pandemic
English Abstract: The COVID-19 pandemic represents a new significant test for the role of Association of Southeast Asian Nations (ASEAN) in regional health governance in Southeast Asia. Assessing ASEAN’s role during the pandemic through the concepts of “actorness” and “effectiveness,” the article argues that while ASEAN displayed all the attributes of actorness during the COVID-19 pandemic when it comes to its effectiveness, the capacity of the r…
Taiwan’s Participation in the World Organisation for Animal Health (oie)
This article explores the utility of membership in international organisations for states with specific status within the international community, focusing on Taiwan’s surprisingly neglected involvement in the World Organisation for Animal Health or oie (Office International des Épizooties). The paper shows that in addition to its contribution to the legitimisation of Taiwan’s identities, such participation has also enabled Taiwan to shape intern…
Shaping European Union’s global health initiatives. What role for the European Parliament
This article proposes to assess the role and influence of the European Parliament (EP) in the shaping and implementation of one major instrument of European Union’s (EU’s) global health involvement, namely the European and Developing Countries Clinical Trials Partnership (EDCTP). Through the content analysis of the legislative procedure that led to the establishment and the renewal of this initiative, as well as the EU’s and independent reports t…
Health interregionalism in combating communicable diseases
This last decade, regional organizations progressively became unavoidable actors of regional health governance and have been supported by some global health actors to strengthen such a role. Among these actors, the European Union (EU) is the only regional organization that implements health initiatives in cooperation with its regional counterparts. This article focuses on such “health interregionalism” toward Southeast Asia and Africa and in the …
What’s in a word? The framing of health at the regional level
The Association of Southeast Asian Nations, the European Union, the Southern African Development Community and the Union of South American Nations have increasingly been involved in health diplomacy in the past decade, yet little is known about how they frame health as a foreign policy issue and how this has an impact on their prioritisation of policies. For this, we conducted a review of existing grey and peer-reviewed literature that address re…
The European Union and transnational health policy networks
This article examines the nature of the engagement between the European Union and the Global Fund created to combat HIV/AIDS, tuberculosis and malaria. The authors reveal that in relations between the EU and the Fund, influence is reciprocal although asymmetrical with the EU commanding more leverage. They also contend that the EU considers its engagement with the Global Fund as successful to the extent that the success of this interaction is cont…
