Martin Doornbos 19 December 1934–7 July 2020 Martin was born in Rotterdam, that vibrant ‘city of ships’, and, still a youth, found himself on one — a conscription communications officer on a Dutch naval vessel that took him to New Guinea where, fatefully, he was bitten by the bug of development studies. This article aims to explore the connections between the emergent concept of ‘complex emergencies’ and that of food security and to understand why the way these concepts are used together leads to iterative forms of policy response that are characteristic of the international system. This article traces the evolution of the concept of 'Good Governance', launched as a guiding policy metaphor in international aid circles at the end of the Cold War. As a guiding principle, it was presupposed that it would facilitate the posing of a new generation of 'political conditionalities', aimed at the internal restructuring of government machinery of developing and transitional countries. This article reviews Ethiopia's human rights record with a particular focus on the human rights situation in the Somali region. Attention is paid to the atrocities committed against civilians, specifically community and political leaders as well as members of the Somali State legislature.
