Does the Covid-19 pandemic threaten global solidarity? Evidence from Germany
The global COVID-19 pandemic poses challenges to the economy, politics and public health systems of developed and developing countries alike. However, the latter are less well placed to cope with adverse effects. In particular, important advances towards sustainable development might be reversed. Tackling the pandemic and its effects therefore requires global cooperation as well as solidarity in the form of development assistance. Yet, support fo…
Who Cares? European Public Opinion on Foreign Aid and Political Conditionality
We provide evidence on the individual and country‐level determinants of citizens' support for political conditionality in foreign aid, using novel survey data for 27 European countries. Based on the welfare state literature and existing public opinion research in foreign aid, we expect citizens with more rightist political orientations as well as those who do not perceive their own state apparatus to function in a meritocratic way to be more like…

On the Local Politics of Administrative Decentralization: Applying for Policy Responsibilities in Ecuador
Variation in the behavior and preferences of subnational governments is one of the areas that remain poorly understood by students of comparative decentralization and federalism. Yet, evidence suggests that this variation plays an important role in shaping intergovernmental relations. Ecuador provides an especially interesting case for systematically exploring variation in the behavior of municipalities. Rather than establishing a uniform divisio…
Financing poverty alleviation vs. promoting democracy? Multi-Donor Budget Support in Zambia
Many approaches to supporting democracy in developing countries have been affected by recent international reforms geared towards improving aid effectiveness through better harmonizing interventions and greater alignment to recipient countries' strategies. The paradigmatic instrument for these attempts has been direct budget support, whereby donors attempt not only to promote poverty reduction but also to achieve the institutional modernization c…

Zwischen Kultur und Kalkül? Vertrauen und Sozialkapital im Kontext der neoinstitutionalistischen Wende
Trust and social capital work in social networks as informal institutions, favouring cooperation between the participants of such social interaction. However, the increasing use of both terms has been accompanied by vanishing conceptual and theoretical precision. In order to counterbalance this development this article tries to clarify some of the major puzzles connected with both terms. First, we embed trust and social capital within the institu…
Latin America, Chile and East Asia: Policy-Networks and Successful Diversification
Latin American countries have a long tradition of attempting to diversify their external relations. In this context, since the end of the Cold War East Asia has gained increasing importance. However, despite the rising interest in improved political and economic links, these attempts at diversification showed only modest results, Chile being a noteworthy exception within this overall trend. The following analysis presents an empirical overview of…
