Some Factors in the Beginnings of Parliament
I must begin this paper by disclaiming any intention of entering into the detail of parliamentary procedure, a matter with which I am not qualified to deal. It has, however, occurred to me that certain changes in the administration of law, changes which begin early in the reign of Henry III, have some relevance to the origin of parliamentary jurisdiction.
