Canadian History in the
remarked in 1948 that Canadians were especially endowed by nature with long arms for patting themselves on the back. 1 For historians of new nations are expected to do just that: to peer into the past and to discern in the shadows the shape of great things to come, to weave scattered incidents into a tapestry revealing the more flattering characteristics of the national life. This is not just a matter of praising famous men and 'our fathers that …

The Problem of Highland Discontent, 1880–1885
After the rising of 1745 the Highlands were rapidly tamed: within quite a short period the young men who in a past generation would have rallied to the support of their chiefs in domestic disputes, were gradually drawn off to fight in foreign wars, to settle in the colonies, or to help govern India. By the time of the great Sutherland clearances of 1807–20 the Highlands had been so far pacified that scarcely a hand was raised against the destruct…

The Scottish Nation Faces the Post-Imperial World
At Hamilton on November 2, 1967, a Scottish National party candidate at a by-election, Mrs. Winifred Ewing, turned a Labour majority of 16,576 into an S.N.P. majority of 1J99.1 In next municipal elections, held on May 7, 1968, S.N.P. made startling advances all over which showed that party could count on support of about one-third of electors. And on June 18, 1968, S.N.P. took control in first municipal elections in world-famous experimental new …

Opposition techniques in British politics (1867-1914)
When Walter Bagehot first published his English Constitution in 1865, it was already possible to regard ‘Her Majesty’s Opposition’ as an established part of the constitution. Indeed, Bagehot regarded it as an essential concomitant of cabinet government, and remarked that a ‘critical opposition is the consequence of cabinet government’. Already the folklore of politics was full of apposite quotations from statesmen of the old school about the virt…

Politics and Community Life in Victorian and Edwardian Britain
We all know in a general way what we mean by community life in Victorian and Edwardian Britain. But nobody seems ever to have tackled the question: how far were national party politics built into the structure of community life? Nobody seems to have collected political folk-songs or ballads, except in passing. Nobody has analysed the contents of those monumental local Who's Whos that local newspapers and hack journalists published about the turn …

Political Patronage at the Treasury, 1870–1912
It is surprising that while there is a considerable literature dealing with the reform of the civil service from the time of Burke to the setting up of the Civil Service Commission in 1855, very little attention has been paid to the final stages of reform following the introduction of open competition in 1870. Yet it was in this period that patronage ceased to be of importance and the modern civil service developed. The Order in Council of 4 June…
The Local Organization of the British Labour Party
INCE ITS DEFEAT in last year's general election, the Labour party has been going through a period of self-criticism, comparable in many ways with that which went on in the Conservative party after 1945. The party leaders have suddenly wakened to the fact that their party has been steadily declining for years, that its organization has very nearly broken down, and that its ideas are outmoded. The reason for this awakening is clear enough: the subs…
