The Social Genome Model
Persistently high poverty among families with children, a lack of equal opportunity, stalled intergenerational mobility, and inequality have all risen up the agenda for federal, state, and local policymakers. Children born into low‐income families face barriers to success in each stage of life from birth till age 40. Using data on a representative group of American children and a life cycle model to track their progress from the earliest years th…

Can We Promote Child Well-Being by Promoting Marriage
This article uses data from the National Longitudinal Survey of Youth 1979 Cohort Mother-Child files to explore the idea that child well-being can be improved by encouraging and enhancing parental marriage. I consider how children's living arrangements, the stability of parental marriages, and changes in living arrangements are related to children's behavior and cognitive test scores. Although there is some evidence that children living with thei…
The Road Not Taken? Changes in Welfare Entry During the 1990s
Objective. This article examines how welfare entry rates changed during the 1990s, and also assesses whether changes in entry rates are accompanied by improvements in the circumstances of families that choose not to receive welfare. Methods. This analysis uses data from the 1990 and 1996 panels of the Survey of Income and Program Participation to identify three cohorts of low‐income single mothers who are potentially eligible for welfare but are …

Changes in living arrangements during the late 1990s
Using data from the 1997 and 1999 National Surveys of America's Families, the authors examine the consequences of state welfare policies and practices on the living arrangements of low‐income families with children. Results from a multivariate difference‐in‐difference‐in‐differences model suggest that more effective collection of child support and family cap policies are correlated with declines in single parenting and increases in dual parenting…
Moving Up, Moving Out, or Going Nowhere? A Study of the Employment Patterns of Young Women and the Implications for Welfare Mothers
Conventional wisdom holds that women on welfare will be better off in the long run if they take a job, even if it means initially having less money to spend on their and their children's needs. Underlying this thinking is the belief that women who take low-paying jobs will eventually move up to higher paying jobs either with their current employer or by changing employers. This paper examines the employment transitions of young women focusing on …

The effect of disabilities on exits from AFDC
The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 replaces AFDC, the largest means-tested cash assistance program for low-income families, with the Temporary Assistance for Needy Families (TANF) block grant. Unlike AFDC, assistance under TANF is limited to five years in a lifetime, and states are required to move families from the assistance rolls into jobs. But not all adult welfare recipients can easily move t…
