School-to-Work Programs in the United States
This paper provides one of the first detailed analyses of the training and finances of school-to-work (STW) programs in the United States. The data are from case studies of seven STW programs sponsored by firms of diverse size, type, and location. In almost every case, the firm paid at least some of the costs of general training. Most firms recoup some of these costs through rents captured by hiring former apprentices, but only in two cases do be…
Change at Work
This book illuminates what is really happening in the American workplace. The contributors explain how the widespread restructuring of American firms--usually resulting in a reduction of the workforce to cut costs--has had a profound impact on the lives of workers. Five questions are addressed: First, what is the nature of workpl…
Expenditures on Children and Child Support Guidelines
This article examines the literature that estimates parental expenditures on children; describes the types of child support guidelines that are being used by the states; and compares how the child support awards that emerge from each state's guidelines compare to the empirical estimates of expenditure patterns on children. The findings indicate that the states' guidelines appear to be more or less consistent with the estimates of expenditures on …
The Duration of Welfare Spells
Probability distributions for the duration of welfare spells are estimated. The principle guiding the work is that a recipient will not exit from welfare if the expected utility on welfare exceeds the expected utility of welfare. The analysis indicates that while the majority of welfare spells are of short duration, a nontrivial minority of spells are quite long. Those recipients with long spells are found to differ in predictable ways from those…

Estimation techniques are developed control for nonrandom selection into the program based on individual unobservables which are either constant and/or changing over time, as well as non-random selection because of creaming by program administrators. The study finds that, in general,…
