    Canonical urban models fail to jointly account for flexible housing demand, nondegenerate city sizes, and observed urban systems.     This paper analyzes urbanization patterns across Sub-Saharan Africa circa 2015 using a dartboard algorithm and high-resolution gridded population data to delineate urban areas and urban cores, cities and their population centers, and towns.     We develop a new methodology to estimate the elasticity of urban costs with respect to city population using French house and land price data.
