    This article attempts a comparison between the principal features of the financial history of the English and French monarchies during the period when they first experienced regular or, at least, frequent taxation (c. 1270-c. 1420). It is easier to generalise about England, which had a fairly unified fiscal system, than about France with its much more fragmented financial administration and much more dispersed and fragmentary sources.     Scholars have been inclined in the past to regard the entire medieval period as a primitive stage in the development of public credit. In part this was the legacy of views expressed most clearly in the second half of the nineteenth century by Bruno Hildebrand (1864) and his followers who treated the Middle Ages as a time when credit could play at best only a minor part.
