Making money work: How to rewrite the rules of our financial system, Matt Sekerke et Steve H. Hanke, Hoboken, John Wiley & Sons, 2025, 368 pages
Credibility is not enough: Fiscal monetization and currency depreciation in early-modern Venice
Walter Bagehot, creator of the modern Treasury Bill (1877)
Historians of economic thought have generally described Walter Bagehot as a scarcely original economist. This is tied to his refusal to adopt normative reasoning, which was deeply rooted in his evolutionary approach. This paper focuses on Bagehot’s opinions about the interactions between monetary and fiscal policy, which allows putting his thought in perspective beyond the narrow question of lending of last resort. We reconstruct his innovative v…
Pandemic recession and helicopter money: Venice, 1629–1631
We analyse the money-financed fiscal stimulus implemented in Venice during the famine and plague of 1629–31, which was equivalent to a ‘net-worth helicopter money’ strategy – a monetary expansion generating losses to the issuer. We argue that the strategy aimed at reconciling the need to subsidize inhabitants suffering from containment policies with the desire to prevent an increase in long-term government debt, but it generated much monetary ins…
The coevolution of banks and corporate securities markets: The financing of Belgium’s industrial take-off in the 1830s
Recent developments in the literature on financial architecture suggest that banks and markets not only coexist, but also coevolve in ways that are non-neutral from the viewpoint of optimality. This article aims to analyse the concrete mechanisms of this coevolution by focussing on a very relevant case study: Belgium (the first Continental country to industrialise) at the time of the very first emergence of a modern financial system (the 1830s). …
The origination and distribution of money market instruments: Sterling Bills of Exchange During the First Globalization
This article presents a detailed analysis of how liquid money market instruments-sterling bills of exchange-were produced during the first globalization. We rely on a unique dataset that reports systematic information on all 23,493 bills re-discounted by the Bank of England in the year 1906. Using descriptive statistics and network analysis, we reconstruct the complete network of linkages between agents involved in the origination and distributio…

Bagehot for beginners: The Making of Lender-of-Last-Resort Operations in the Mid-Nineteenth Century1
In this article we develop new tools to survey the development of lending-of-last-resort operations in the mid-nineteenth century. One finding is that free lending and extensive liquidity support against good collateral developed gradually after 1847, and was already a fact of life before Bagehot publishedLombard Street. Another is that the extension of the Bank of England's lender-of-last-resort function went along with a reduction of its exposu…
