Local Fiscal Health in Russia: An Achilles’ Heel of Fiscal Federalism
This article is the first attempt to systematically study local public finance in contemporary Russia. We document that local governments do not have sufficient own-source revenues, are increasingly more dependent on intergovernmental fiscal aid, lack access to market borrowing, and suffer from structural flaws in the design of intergovernmental fiscal relations. Additionally, we present the results of the modified Brown’s 10-point test to compar…
Russian regions in wartime: Fiscal and economic effects of the Russo-Ukrainian war
This article addresses the economic and fiscal consequences of Russia's full-scale invasion of Ukraine for subnational governments in Russia. Using annual fiscal and economic data, we study how different groups of regions have been affected by the ongoing Russo-Ukrainian war. Despite the Russian economy being more resilient to a sanctions shock than initially predicted, we document several important negative tendencies at the regional level, some…

The role of indirect oil and natural gas revenues in the Russian government budget
The Russian federal and consolidated government budgets accrue large revenues directly from oil and natural gas, mostly from royalties and export fees. We use Russian Input-Output tables and other economic statistics to estimate how much revenue flowed to these budgets indirectly due to government spending of direct revenues in 2016–21. Although the addition of indirect revenues to the federal budget is modest (8–10 Russian rubles per 100 rubles …
A blind and militant attachment: Russian patriotism in comparative perspective
Much of the literature on patriotic sentiment in post-Soviet Russia leans on public opinion surveys administered exclusively to Russian citizens. Absent a comparison group, such evidence, while helpful, can leave one adrift in trying to assess the meaning of a particular polling result. Drawing on multiple waves of from the International Social Survey Program and the World Values Survey, we benchmark Russians’ patriotic sentiment to that of citiz…
The Oxford Handbook of the Russian Economy
The Handbook represents a comprehensive study of the Russian economy. Written by a team of distinguished Russian and western authors, the chapters analyze the current economic situation, trace the impact of Soviet legacies and of post-Soviet transition, examine social challenges, and propose directions for reforms. The Handbook begins with economic history of Russia, particularly the Soviet period, and then surveys the developments since the brea…

The Elusive Curse of Oil
Our goal is to show that contrary to the claims made in several recent papers, the effect of a large endowment of oil and other mineral resources on long-term economic growth of countries has been on balance positive. Moreover, the claims of a negative effect of oil and mineral wealth on the countries' institutions are called into question
The Russian Oil Tax Regime: A Comparative Perspective
Two American economists specializing in tax policy and the economy of Russia examine fiscal policies and instruments utilized by the Russian government to derive revenues from the country's oil production and exports, and compare these policies with relevant measures in Australia, Canada, Norway, the UK, and United States. The authors proceed to analyze the net present value shares resulting from the development of an oil deposit that accrue to t…

Economics in the Former Soviet Union
One of the most notable, but least discussed, aspects of the halting attempts during the past six years to reform the economies of the Soviet Union, and now those of its successor states, has been the prominent role played by professional economists. Not since the mid-1920s has the Soviet political leadership felt so strongly the need to draw upon the expertise of the economics profession to help determine its course of action. In this paper, we …

Market vs. Rationing: The Case of Soviet Housing
Economists devote considerable effort to the analysis of various forms of nonprice rationing. These analyses generally disregard forces that act to foil rationing schemes. Even with a commodity that seems to be easy to control, however, in a system with extensive rationing experience, nonprice rationing schemes can be circumvented. This thesis is examined for the case of housing distribution in the U.S.S.R. utilizing the data from a survey of rec…
