Overflow: The experience of an escalating chi’xi revolution in Bolivia
The article describes the escalation of protests during the 2003 Gas War in El Alto, Bolivia, an event that led to the overthrow of a president and paved the road for the election of Evo Morales as Bolivia’s first indigenous president. By means of the local idiom of ‘overflow' it is sustained that while the Gas War grew out of the everyday it also exceeded this reality and it produced a qualitative new reality, namely the becoming of the urban in…
Disjunctive belongings and the utopia of intimacy: Violence, love and friendship among poor urban youth in neoliberal Chile
The paper analyses practices of intimacy among youth in a poor, crime-ridden neighbourhood of Santiago. It argues that their sense of belonging to their neighbourhood and broader society is disjunctive: they inhabit the nation-state without complying with expectations of proper citizenship. Similarly, they dwell in their neighbourhood without identifying with it. Instead, they turn to intimate relations with friends and lovers as spaces of belong…

Civil victimhood: Citizenship, human rights and securitization in post-dictatorship Chile
Based on two cases from Santiago, the article develops a theory of 'civil victimhood' to explore how civil conduct is paired with notions of victimhood in performances of citizenship in situations such as post-dictatorship Chile. In this context, victimhood is informed by two discourses, namely human rights and securitization. While the human rights discourse works to situate evil in the dictatorial past and victims as forgiving and deserving cit…

Interculturalism as treason: Policing, securitization, and neoliberal state formation in Southern Chile
This article offers an ethnographic analysis of Patrullas de Acercamiento a Comunidades Indígenas (Indigenous Community Outreach Patrols, or PACI), a community police initiative of the Chilean police. It situates the program within the broader context of democratization, state-sponsored interculturalism, and neoliberal state formation in contemporary Chile. It shows how the burden of establishing intercultural relations falls upon lower-ranking i…

Closing down bars in the inner city centre: Informal urban planning, civil insecurity and subjectivity in Bolivia
The paper presents an ethnographic analysis of a group of secondary school students' protests against (illegal) bars in the city centre of El Alto, Bolivia. It shows how informal and formal practices are entangled through the state's dependence on the (illegal) actions of the citizenry in order to ensure civil security. The paper suggests that urban intervention is coproduced by state and nonstate actors at the margins of the state and that urban…

Twenty Hanging Dolls and a Lynching: Defacing Dangerousness and Enacting Citizenship in El Alto, Bolivia
The article sets lynching of presumed criminals in the city of El Alto, Bolivia, in relation to both everyday experiences of insecurity about crime and violence and the enactment of neighborliness as a grounded notion of citizenship. Focusing on the experience and management of insecurity and its paradoxical entanglement with the enactments of citizenship and state-citizen relations, the article argues that people's attempts to remain safe consti…
