  • L aski, H arold

    Open Access•R Barker•CHAPTER•Wiley Blackwell Encyclopedia of…•2017

Harold Laski's account of pluralism attacked the claims of the national state and the theory of sovereignty, and asserted the personalities, rights, and functions of groups and associations both within and across the boundaries of the territorial state, rights, and functions that derived from those groups and associations, and were not derived from the state but were an empirical feature of pluralism in society and politics. His later work illust…

  • O akeshott, M ichael

    Open Access•R Barker•CHAPTER•Wiley Blackwell Encyclopedia of…•2017

Michael Oakeshott contrasted tradition with radicalism and utopia, habit with rationalism, the rule of law with mission driven states and collectivism, and freedom with collectivism. His work supported an opposition to radical or visionary government and politics, and a disposition in favor of existing distributions of social, economic, and political status and advantage, but only if that were consistent with limited government, in response to th…

    Open Access•R Barker•ARTICLE•The Political Quarterly•2011•Cited by: 5

Conservative talk of a ‘big society’ is one more mutation of the unstable family of pluralism. It is a large family, with both benign and progressive left wing members and rogue right wing black sheep. The progressive contribution has been substantial, but pluralism is not a homogeneous ideology or set of policies, and the single word conceals stresses and irreconcilable oppositions in theory and practice. An examination of this variety gives clu…

  • The pluralism of British pluralism

    R Barker•ARTICLE•Journal of Political Ideologies•2009•Cited by: 3

Despite the international character of political ideologies, an historically distinct British pluralism can be identified. But it is characterized by a tension inherent in all pluralism, between groups as sources of individual identity, and individuals as components of groups. That is not a cause for concern, since the tensions within political thinking are the source of its dynamism

  • Enemies of the People

    Open Access•R Barker•CHAPTER•Making Enemies•2007

‘The people’ has always been an ambiguous title. Even the emblazoned SPQR comes in at least two versions, as ‘Senatus Populusque Romanus’ or ‘Senatus Populusque Romae’, in the first version making the people the Roman people, in the second, the people of Rome, a slightly more subordinate appellation. And even though the people are there on the standards of the legions, they do not by themselves compose the polity. There is the senate as well, so …

  • Democratic Legitimation: What Is It, Who Wants It, and Why?

Open Access•R Barker•CHAPTER•Legitimacy in an Age of Global…•2007

The answers to the questions in the title of this chapter are that democratic legitimation, like a democratic polity, is many things linked by a common phrase, that different people want these different things for many different reasons and with many different expectations, and that it is both easier and more difficult than is often thought to know when their expectations have been realized.1 So before anything else, some definitions are called f…

    Open Access•R Barker•BOOK•Legitimating Identities•2001•Cited by: 40

Rulers of all kinds, from feudal monarchs to democratic presidents and prime ministers, justify themselves to themselves through a variety of rituals, rhetoric, and dramatisations, using everything from architecture and coinage to etiquette and portraiture. This kind of legitimation - self-legitimation - has been overlooked in an age which is concerned principally with how government can be justified in the eyes of its citizens. In this 2001 book…

    R Barker•ARTICLE•Contemporary British History•1996•Cited by: 1•References: 11

1945 is given too much importance as a turning point in the history of political thinking. Most of the changes which occurred at and after the end of the Second World War were intensifications of existing conceptions and aspirations, rather than new departures. By the 1990s, in contrast, a new intellectual century, however uncertain its features, had begun. Socialism and conservatism were dead, and in their place was a division between left and r…

    Open Access•R Barker•ARTICLE•British Journal of Political…•1992•Cited by: 10•References: 18

The community charge has been described as the flagship of Thatcherism. It was also the issue which, together with Europe, brought the Prime Minister's voyage to an end and set her adrift as a political Captain Bligh whilst her parliamentary and cabinet crew sailed on without her. But though the prospect of English electoral disaster was the most immediate and obvious political effect of the new tax, its introduction a year earlier in Scotland ha…

This is to misunderstand both their nature and that of civil disobedience. Such protests are an example of a particular kind of persuasive civil disobedience which cannot be disallowed without disallowing civil disobedience itself

No socialist since Robert Owen has had any excuse for being unaware of the relationship between educational reform and social and political change, and a perception of this relationship was a feature of nineteenth century socialism and liberalism. The attention which the educational principles and policies of socialist, labour, and radical movements in Europe have recently received has thus been well deserved. The socialists have however come off…

  • Whose legitimacy? Elites, nationalism and ethnicity in the United Kingdom

    R Barker•ARTICLE•New Community•1995•References: 2

The most powerful form of legitimation in the contemporary world is nationalism. A widespread assumption, in describing nationalism both within the United Kingdom and in the world as a whole, has been that nationalism is a movement of peoples against states. But there are good initial reasons to be sceptical of the national or ethnic claim to speak for a community of equals. As a form of legitimacy, nationalism familiarly presents the leader, reg…
