Outsourcing Oversight: A Comparison of Monitoring for In‐House and Contracted Services
The public sector contracting literature has long argued that outsourced services need to be and, in fact, are subject to a more elevated level of scrutiny compared to internally delivered services. Recently, the performance measurement and management literature has suggested that the twin themes of accountability and results have altered the management landscape at all levels of government. By focusing on performance monitoring, the implication …

Price Fixing and Civil Damages: An Economic Analysis
Intraindustry Trade: Sources and Effects on Protection
This paper provides an empirical analysis of the determinants of intraindustry trade. The authors demonstrat that two-way trade flows occur where conditions are favorable to international specialization consistent with the Stigler-Williamson analysis of the division of labor. The results are inconsistent wit h the prevailing product differentiation-cum-scale economies model of intraindustry trade. In addition, the authors show that intraindustr y…
The Political Economy of Resale Price Maintenance
Although many economists argue that resale price maintenance (RPM) enhances the efficiency of distribution systems, RPM has proven politically unpalatable. Opposition to RPM arises primarily from concern that it raises prices, an empirical judgment based on comparisons of prices in RPM states with prices in "free-trade" (non-RPM) jurisdictions. We develop a model of RPM pricing that shows that prices chosen by manufacturers under universal RPM ar…
The Pattern of Protection in the Industralized World
Using four-digit manufacturing data from 1975 on nominal and effective tariff protection and nontariff barriers to trade (NTBs), we estimate the structural determinants of protection imposed by the United States, Japan, the European Community and Canada in the Post-Kennedy Round period. We provide evidence that NTBs were used to undercut Kennedy Round liberalization in general and to supplement tariff protection of consumer goods, agricultural ma…

Concentration, Price, and Critical Concentration Ratios
A potentially important parameter that has not yet been convincingly estimated is the critical concentration ratio. This paper attempts to estimate it in three types of market. The estimation of a critical concentration ratio, if one exists, seems of potentially great importance because of its implication for antitrust policy. If a critical concentration ratio were found and if concentration had no effect below that level, it would seem to follow…
Competition and Price Levels in the Retail Gasoline Market
Retail gasoline prices in 22 cities were surveyed to identify the effects of competition on price during the 1964-1971 period, when gasoline supplies were relatively normal and price wars were common. The informational theory of oligarchy is used to derive regression results and determine their market relevance. The 1965 price restoration move led by Texaco effectively eliminated small marketers selling at supra-competitive levels. The findings s…

The Economics of Information and Retail Gasoline Price Behavior: An Empirical Analysis
This paper provides empirical results which indicate that consumer responses to imperfect, costly information have an important impact on price behavior in the retail gasoline market. Two aspects of price behavior are investigated: the market price dispersion at a point in time and the variability of price over time. Through use of a multiple-regression cross-city analysis of price behavior, both of these characteristics are shown to depend on a …
