  • The curious incidence of rent subsidies

Open Access•Mike Brewer, James Browne et al.•ARTICLE•Journal of Urban Economics•2019•References: 6

This paper provides new evidence on the incidence of rent subsidies. We use administrative panel data on subsidy recipients in the UK and exploit a natural experiment in which entitlements were cut for about a million households. In the short-run, about 90% of the incidence of the cuts is found to be on tenants. We also uncover an important dimension of heterogeneity in the balance of incidence between tenants and their landlords. We find that th…

  • Savings and wealth of the lifetime rich

Antoine Bozio, Carl Emmerson et al.•REPORT•2017

Whether higher lifetime income households do save a larger share of their income is one of the longstanding empirical questions in economics that has been surprisingly difficult to answer. We use both consumption data and a new dataset containing both individual survey data on wealth holdings and administrative data on earnings histories from the UK to examine this question. We find evidence of a positive relationship between saving rates (and we…

  • Disability Benefit Receipt and Reform

Open Access•James Banks, Richard Blundell et al.•ARTICLE•The Journal of Economic…•2015•Cited by: 7•References: 4

The UK has enacted a number of reforms to the structure of disability benefits that has made it a major case study for other countries thinking of reform. The introduction of Incapacity Benefit in 1995 coincided with a strong decline in disability benefit expenditure, reversing previous sharp increases. From 2008 the replacement of Incapacity Benefit with Employment and Support Allowance was intended to reduce spending further. We bring together …

  • Tax Reform and Retirement Saving Incentives

Open Access•Richard Disney, Carl Emmerson et al.•ARTICLE•Economica•2010•References: 15

In April 2001, the UK government introduced Stakeholder Pensions – a new private pension arrangement. The reform also changed the structure of tax‐relieved pension contribution ceilings, increasing their generosity for lower‐earners. We examine the impact of these changes on private pension coverage using individual level data. We use a difference‐in‐differences strategy with an estimator that is modified to allow for dichotomous outcomes. Contra…

  • What is a Public Sector Pension Worth

    Open Access•Richard Disney, Carl Emmerson et al.•ARTICLE•The Economic Journal•2009•Cited by: 9•References: 10

We measure accruals in defined benefit (DB) pension plans for public and private sector workers in Britain, using typical differences in scheme rules and sector-specific lifetime age-wage profiles by sex and educational group. We show not just that coverage by DB pension plans is greater in the public sector but that median pension accruals as a percentage of salary are more than 6% higher among DB-covered public sector workers than covered priva…

  • Pension Provision and Retirement Saving

Richard Disney, Carl Emmerson et al.•ARTICLE•Canadian Public Policy•2008•References: 2

We describe the trajectory of pension reform in the United Kingdom, which focuses on restraining the cost of the public program as the population ages while maintaining adequate income security for low-income households in retirement. Methods for achieving these aims have been to target public benefits to low- income households, to permit individuals to opt out of the second tier of the public program into private retirement accounts, and to offe…
