Employing Foreign Workers: A Manual on Policies and Procedures of Special Interest to Middle- and Low-Income Countries
Conceptualizing and Simulating the Impact of the Asian Crisis on Filipinos' Employment Opportunities Abroad
In the absence of hard registration or survey data on return migrants, this paper first seeks to identify the factors that reduce Filipinos' employment opportunities in countries affected by the current crisis and then carries out two rounds of simulation to estimate the orders of magnitude involved. The first round consists of a simple employment elasticity exercise. The second takes account of anticipated sectoral, occupational or other impacts…

Is International Economic Migration Spreading
Is International Economic Migration Spreading
Are the numbers of migrants growing? Proof is hard to come by--many countries' statistics do not provide reliable data for legal migration; most countries do not have good estimates for illegal migration; quite a few have no useable data at all, especially migrant-sending countries. We make use of an alternative yardstick, which over a period of time compares the number of countries that receive foreigners who are economically active or that are …
Helping Migrants to Stay at Home
The relatively new but growing phenomenon of international migration pressure is documented and explained by reference to the widening income and trade gap between middle-income emigration and high-income immigration countries as well as by reference to the crucial role of networks. The three main international instruments for helping emigration countries to generate employment and income faster than in the past are then reviewed—trade expansion,…
The Protection of Migrant Workers and International Labour Standards
International labor standards take the form of Conventions and Recommendations that embody the agreements reached by a 2/3 majority of the representatives of Governments, Employers, and Workers of International Labour Office (ILO) member states. Originally designed to guard against the danger that 1 country or other would keep down wages and working conditions to gain competitive advantage and thereby undermine advances elsewhere, international l…

Immigration Policies of Western European Countries
Western Europe is referred to here in the traditional geographical sense rather than the political sense. This needs to be stressed because countries such as Spain, Italy and Greece today experience a significant, if not large-scale, immigration (ILO, 1974: esp. Ch. IV), and are likely to continue to do so in the future. However, I intend to focus on countries north of the Alps. Here there are nowadays about 7.5 million immigrant workers (ILO, 19…
