This article explores security cooperation between the Caribbean and Mexico,looking specifically at strategies being pursued to shift the focus in Latin America and the Caribbean from ‘the war on drugs’ to ‘the war on guns’ to address the problem of gun trafficking. In this introduction, we introduce the concept of methodological Americanism to describe and explain the epistemological problem plaguing the public administration discipline. We argue that the discipline, dominated by US-focused analyses, is methodologically nationalist and White and represents a hegemonic intellectualism that limits what is “knowable.” To ensure continual disciplinary relevance of public administration studies, we propose that …

This article maintains that in order to develop constitutional faith in the region, there must be both a firm constitutional identity and trust in the state’s capacity to deliver important public goods. The limited growth of both constitutional identity and trust in the state has therefore inhibited the development of constitutional faith in the Caribbean.
