Examining Police Effectiveness as a Precursor to Legitimacy and Cooperation with Police
Numerous studies by Tyler and colleagues, as well as other scholars, support a normative, process model to account for variation in the public’s cooperation with police in the USA and other developed nations. However, a recent study in Ghana suggests that in developing countries fraught with high levels of violent crime and corruption, cooperation may instead be accounted for by a utilitarian, rational-choice model. Our study examines whether pub…
The Study of Local Public Economies
One important extension of the IAD framework has been to the study of local public economies. These are multi‐organizational, multi‐level arrangements defined as the set of governmental jurisdictions, public and nonprofit agencies, and private firms that interact in various patterns to provide and produce public goods and services within a specific locality or region. Commonly, the localities or regions studied from this perspective have been U.S…
Broken Windows and Broken Windows Policing
Experience, quality of life, and neighborhood context
We test three different conceptual models—“experience with police,” “quality of life,” and “neighborhood context”—for directional accuracy and ability to explain satisfaction with the police. We also investigate whether these models help to explain the common finding that African-Americans are more dissatisfied with the police than are Caucasians. To do so, we use hierarchical linear modeling to simultaneously regress our outcome measure on clust…
To Serve and Protect
The Helping Hand of the Law
This study examines how patrol officers respond to citizens' requests that officers control another citizen—by advising or persuading them, warning or threatening them, making them leave someone alone or leave the scene, or arresting them. Data are drawn from field observations conducted in Indianapolis, Indiana, in 1996 and St. Petersburg, Florida, in 1997. Officers granted the request for the most restrictive form of control requested by the ci…
To Acquiesce or Rebel
This article explores a variety of predictors of citizens' compliance with police requests to cease misbehavior. Where possible, the authors attempt to closely replicate the 1996 model formulated by Mastrofski, Snipes, and Supina to explain citizen compliance in Richmond, Virginia. Data on police-citizen encounters (N = 989) are drawn from the Project on Policing Neighbor hoods, conducted in Indianapolis, Indiana, and St. Petersburg, Florida. The…
Fiscal, Service, and Political Impacts of Indianapolis-Marion County's Unigov
This article describes how city and county governments were, and were not, consolidated under Unigov in 1969, a measure that fell substantially short of a complete consolidation. The article then reviews the available evidence concerning Unigov's effects on service delivery and performance, public finance, economic development, and voter participation. The available record suggests that Unigov has enhanced (1) the stability of Indianapolis' polit…
Comparative Metropolitan Organization
For many observers, a large number of governments in a metropolitan area is thought to equate to “fragmentation,” and fragmentation, to ineffective organization and poor performance. Other observers find a large number of local governments to mean competition and consequent pressures for efficiency. The number of local governments, however, is only one dimension of the structure of a metropolitan area. We identify and measure key structural chara…

Improving Observational Studies of Police
Despite advances in measurement and the sophistication of statistical technique, quantitative studies of police behavior seems to have reached the limits of their capacity to explain variance, develop and test theory, and inform policy choices. This paper suggests that further advances in observational studies of police behavior require that researchers account for the cognitive decision processes police use in exercising their discretion. A meth…
Metropolitan Organization and Governance
New conceptualizations are needed to encompass cumulating research findings that complex, multijurisdictional, multilevel organization is a productive arrangement for metropolitan areas. A local public economy approach recognizes (I) the distinction between provision and production, and the different considerations that bear on each; (2) the distinction between governance and government, and the multiple levels of governance; (3) the difference b…
Local Government Constitutions
Metropolitan governance in most metropolitan areas of the United States can best be understood by reference to the concept of a "local government constitution." A local government constitution is framed by choices made at two levels: 1) an enabling level composed of state constitutional and statutory provisions that local citizens and public officials may use to create and modify local governments, and 2) a chartering level that determines the sp…

Technical Efficiency of Public Decision Making Units
A methodology for determining the relative technical efficiency of public decision making units is described. The methodology allows the identification of those units which are most efficient at converting physical inputs to physical outputs, and the calculation of the relative efficiency of less efficient units based on the results obtained by the most efficient. An illustration of the methodology is supplied using data from 469 municipal police…

Consumers as Coproducers of Public Services
The concept of coproduction of public services has captured increased attention as a potential means of increasing the effectiveness and efficiency of local government. In this article we explore the concept of coproduction in an effort to sharpen the definition of that concept and add rigor to our understanding of the effects of coproduction in local service delivery and the processes by which coproductive activity occurs
