Ontario's Rae Report: Investing in growth
“I am urging the provincial government to adopt as a key mission for the province the goal for Ontario to be a leader in learning, and to fund higher education accordingly” Ontario: A Leader in Learning ‐ Report & Recommendations. By BOB RAE, Advisor to the Premier and the Minister of Training, Colleges and Universities. Toronto: Queen's Printer . 2005. Pp . iii, 124
The challenge of change: Canadian universities in the 21st century
Universities faced a crisis in the immediate postwar years. It was a crisis of numbers, brought on by a rising participation rate and the postwar Baby Boom. In both the panel discussion and in this paper I have attempted to suggest some questions and lines of enquiry that might be productive in shedding analytical light upon the apparent problems of regional economic disparities. My principal contention is that Canadian policy-makers, variously encouraged and criticized by academic…

Regional Integration in the Maritime Provinces
I would like to begin my remarks by taking issue with the approach to regional phenomena in Canada implied in Professor Irvine's paper, “Assessing Regional Effects in Data Analysis.” Irvine deals with the problems of locating and quantifying statistically significant (and meaningful) relationships among behavioural data categorized by geographical regions. The implicit assumption in this approach is that the existence of regions is not in questio…
