Elite Contestation in South Africa, 2006–2018: The Making and Unmaking of a Power Elite
Time and temporality in organisations: The case of Eskom
This paper proposes analysing organisations as temporal phenomena composed of multiple temporalities. We argue that the likelihood that an organisation is well placed to function instrumentally with regard to its formal mandate is when what we will call ‘operational time’ is dominant in the temporal regime. We propose that organisations perform poorly when other temporalities come to dominate the temporal regime and/or when the temporal regime is…
The gendered character of welfare: Reconsidering vulnerability and violence in South Africa
This paper considers the ANC government’s approach to welfare and, in particular, its de facto rejection of a Universal Basic Income Grant. In the first part of this essay we argue that the current welfare model in SA is underpinned by a naive conception of the South African economy as potentially fast-growing and labour absorbing across all skills types. In the second part of this essay, we consider the gendered character of welfare and of unemp…
Konceptualizovanje siromaštva u socijalnoj politici i praksi socijalističke Jugoslavije
Peacebuilding or ‘Peacedelaying’: Social Exclusion of Refugees and Internally Displaced Persons in Post-war Serbia
Since the end of Kosovo war (1999), peacebuilding efforts of local and international actors in Serbia have been mainly focused on improving the socioeconomic situation. The liberal peace administrated in Serbia implied, among other things, the country transformation towards a more open and deregulated model of economy, and inevitably led to the ‘commodification of welfare’ [Pugh, M. (2009). Towards life welfare. In E. Newman, R. Paris, & O. Richm…
The Power of Discourse: Reflections on the Obstacles to Social Inclusion of Roma in Serbia
The authors explore the discourses around the exclusion of the Roma in Serbia in two dimensions: social welfare sector and media reports. The paper is structured around the presentation of dimensions contributing to multiple deprivation of Roma in society (from education to labor market participation, social welfare and health care, as well as housing); a review of public policies directed toward the improvement of their position; and analysis of…
Responses of the Serbian Welfare State to the Global Economic Crisis
The global financial crisis has revealed serious weaknesses in Serbia's' economic and social systems. Short term measures to mitigate the negative effects of the crisis were only partially successful. In 2010, the welfare state has been marked as one of the priority areas of middle term state reforms, but so far, there have been no radical cuts, even though it is uncertain, whether this situation is sustainable. The main directions of reform, hav…
