Polycentricity and framing battles in the creation of regional norms on violence against women
In Latin America and Southern Africa, norms on violence against women have developed with ups and downs, not simply in reaction to global norms, but sometimes even preceding global norm diffusion or surpassing it in terms of scope, framing and binding character. The classic global-to-local account with a single source of norm creation cannot capture these dynamics. Including the regional level in a dynamic model of norm diffusion enables us to un…
How local gender norms and intra-household dynamics shape women’s demand for laborsaving technologies
Where agriculture relies heavily on physical labor, small-scale mechanization can reduce labor constraints and contribute to higher yields and food security. Then, how to explain weak demand articulation for and adoption of small-scale mechanization, despite high labor burden? This study examines how intra-household gender dynamics affect women’s articulation of demand for and adoption of laborsaving technologies in maize-based systems in Ethiopi…
The Fragmented Inclusion of Gender Equality in AU-EU Relations in Times of Crises
Facing internal and external crises, the European Union and the African Union have revitalized their interregional cooperation. This article theorizes interregional norm dynamics and explores how, in times of crises, gender equality norms are shaped in interregional relations between the African Union and the European Union. The question is all the more relevant because gender equality is shaped very differently in the European Union and the Afri…
The SWPER index for women's empowerment in Africa
BACKGROUND: The Sustainable Development Goals strongly focus on equity. Goal 5 explicitly aims to empower all women and girls, reinforcing the need to have a reliable indicator to track progress. Our objective was to develop a novel women's empowerment indicator from widely available data sources, broadening opportunities for monitoring and research on women's empowerment. METHODS: We used Demographic and Health Survey data from 34 African countr…
Women's Autonomy and Subjective Well-Being
This paper presents impact estimates of women's self-help group (SHG) membership on subjective well-being in Odisha, India, using 2008 survey data in a quasi-experimental design. It finds that, while there is evidence of a positive impact of SHG membership on women's autonomy, on average, SHG membership does not affect subjective well-being. However, results also reveal that for members living in communities with relatively conservative gender no…
Dynamic Migration Intentions and the Impact of Socio-Institutional Environments
Transit migration is generally defined by migrants having the intention to move onwards to a third country. Based on an empirical investigation in Izmir, a transit migration hub in Turkey, this paper critically discusses intentionality as a valid dimension in conceptualisations of transit migration. The study found that migrants' intentions in this transit migration hub are highly fluctuating because of their embeddedness in socio-institutional e…
Substantive gender mainstreaming and the missing middle
Dutch development agencies were among the frontrunners and promoters of gender mainstreaming from the mid-1990s. In this article, we reflect on their experiences of mainstreaming gender, and argue that procedural approaches need to be complemented with more substantive approaches. We trace the resourcing of gender mainstreaming policies in Dutch development agencies, and reflect on the strengths and weaknesses of commonly used instruments, target…
Governmentalities and Moral Agents in the Local/Global Nexus
This article departs from the notion of governmentalities to analyse the linkage between gender and globalization. It focuses in particular on the way this linkage is informed by specific mindsets that govern peoples conduct as part of the process of self-government. By critically exploring how gender constructions are represented in literature within the field of gender and development, we propose a distinct approach. It entails a multidimension…
Silence, pleasure and agency
The article investigates the way unmarried Muslim girls in contemporary Dakar construct their sexuality. It explores in what way and to what extent female sexuality is being silenced, and if any, in what way pleasure and sexual agency are present in the narratives of those girls about their intimate lives. Such an analysis is called for in relation to understanding young people’s safe sex practices and concerns about reproductive health and HIV/A…
Raising Societal Support for Development Cooperation
This article analyzes the development education and exchange activities of the Dutch development organization Edukans with its longstanding experience in the “Going Global” program among secondary schools in The Netherlands. Based on a survey with 186 direct participants in the foreign exchange program and 608 schoolmates at 126 secondary schools, a detailed analysis is made of differences in knowledge, attitudes, and behavior with respect to int…
How Sexual and Reproductive Rights Can Divide and Unite
This article explores how cross-cultural research on sexual and reproductive rights can be vulnerable to ethnocentrism, and in what way ethnocentrism can be reduced in such research. Against the background of feminist debate on equality and difference, it discusses how the concepts of sexual and reproductive rights, within the parameters of development discourse, can reinforce hierarchical dichotomies of North–South, modern–traditional and actor–…
