Beyond Myth Busting: How Engagement with Ethical Dilemmas Can Improve Debates and Policymaking on Migration
Many aspects of migration policy involve hard moral dilemmas. Whether the dilemmas are concerned with refugee accommodation and integration, temporary labor migration, or the prospects of rejected asylum seekers, policymakers must sometimes make tough choices between competing and equally compelling moral values. Through in-depth discussion of various concrete examples, contributions to this roundtable argue that recognition and systematic analys…

Floating sanctuaries: The ethics of search and rescue at sea
Search-and-Rescue NGOs in the Mediterranean have been increasingly criminalized. This criminalization has chilled conversation about the ethical dilemmas practitioners face. What, if any, can be the adverse byproducts of rescuing life at sea? In this article, we concentrate on the dilemmas involved in search and rescue (SAR) as rescuers have described them. Our aim is two-fold. The first is to offer a phenomenological account of search-and-rescue…
The ethics of migration policy dilemmas
This article proposes a new approach to the political theory of migration: the ethics of migration policy dilemmas. The core of this new approach lies in identifying specific policy dilemmas of central relevance to policy makers and other stakeholders in the field, and then submitting these dilemmas to systematic theoretical analysis. We conceptualize policy dilemmas as involving hard choices between competing moral goals and distinguish this kin…
Reframing human rights: The Global Network of Moral Conservative Homeschooling Activists
In this article, we investigate the composition and actions of a principled issue network within the field of human rights that uses rights-claims to pursue traditionalist goals: the moral conservative pro-homeschooling network. We analyse the rising importance of homeschooling within the global moral conservative movement and examine the transnationalization of pro-homeschooling advocacy. We show that the transnational homeschooling advocacy net…
What are Morality Policies? The Politics of Values in a Post-Secular World
This article critically reviews the literature on morality policies and the politics of values, focusing in particular on the question of what defines morality policies as a specific policy field. Drawing from both US American and European literature, it surveys to which extent morality policies can be understood as a particular form of contention over primary values, a way of framing, a cultural conflict, a specific type of politics, or a class …
Redefining membership: Restrictive rights and categorisation in European Union migration policy
This article analyses European Union (EU) policy-making on the rights of third-country nationals (TCN) against the backdrop of theoretical literature on the transformation of citizenship. The aim is to evaluate why and to which extent EU policy expands citizenship rights to TCNs, thus redefining the criteria for membership in the European polity. The research emphasises the role of norms and frames in policy-making and is based on secondary sourc…

Introduction: Institutional Responses to Religious Diversity
Between faith, expertise and advocacy: The role of religion in European Union policy-making on immigration
This article analyses the place of religion in European immigration policy. Focusing on the role of faith-based organizations, the purpose is to know how religious issues, actors and references are dealt with in the policy-making process. The method relies on document analysis and qualitative interviews. Our conclusion is mixed: overall, the logics of interactions between religion and immigration are the same at the European and national levels. …
Austrian MEPs: Between privatisation and politicisation of religion
This contribution investigates the role of religion in the work and attitudes of Austrian members of the European Parliament (MEPs). It is based on the Austrian results of a large-scale survey of MEPs, RelEP, and on the analysis of parliamentary questions. The study argues that the attitudes of Austrian MEPs to religion are characterised by two seemingly contradictory phenomena: the privatisation and the politicisation of religion. The privatisat…
Religious Organisations as Political Actors in the Context of Migration: Islam and Orthodoxy in Austria
This paper investigates how immigration and concerns over integration are changing established modes of cooperation between church and state in Austria. Focusing on the relationship between officially recognised Muslim and Eastern Orthodox organizations and the state, we examine how the mounting politicisation of immigrant integration has led the state to collaborate with minority religious organisations as representatives of immigrants and is in…
