    Galton's problem arises from historical connection between societies, which makes the canon of statistical independence inapplicable. The resulting indeterminacy of sample size renders standard tests of statistical significance also inapplicable. In addition, replication might bias results.     Factor analysis (principal components) with both orthogonal and ob lique rotations was applied to gamma coefficients derived from the cross-cultural data used to develop a settlement pattern scale of cul tural complexity. Varying numbers of factors were rotated, using both methods, and it was concluded that the results confirmed the systematic relationships reported earlier.     A simple method for drawing a random sample, which must be used to meet the assumptions of inferential statistical tests utilized in cross-cultural studies, is to take a list of the cultural universe and select the sample from it by some random procedure.
