Prisons as economic resources in Borderlands Texas: Regional inequities in sentenced inmates vs prison location
For purposes of this study, the Texas borderlands region consists of forty-one border and contiguous counties (Map I). Defining the borderlands region in this fashion provides analytical comparability with Lulac vs Richards, et al. (Stoddard 1992). Not only does this region include America's most concentrated poverty area, it suffers from inadequate state funding of health care and education. Texas ranks only 37th among the 52 states in support o…
Teen‐Age pregnancy in the Texas Borderlands
Nowhere in our nation are teenage pregnancy problems more acute than in the borderlands region of Texas with its chronically high ratio of school-age mothers. Fragmentary data show the enormity of the region's problems but no comprehensive state strategies nor funding priorities are forthcoming to deal with this crisis. This essay presents a descriptive overview of teen pregnancy in Texas and its borderlands. Then, by reconceptualizing teen pregn…
Legitimacy and survival of a professional organization: The association of borderlands scholars
In Western society, our institutions of higher learning are a fragmented array of intellectual specialties known as academic disciplines. Academicians are professionals (as distinguished from other occupations) and are thus evaluated and legitimized by fellow professionals whose training and credentials define their competency to do so. Over time, groups of professionals are recognized and accepted as a discipline which gives them a degree of cre…
Frontiers, borders and border segmentation: Toward a conceptual clarification
In our desire to contribute meaningfully to borderlands research, we wander all over our material employing amorphous terms to characterize vague theoretical frameworks. As a rather newly established scientific field of inquiry, we tolerate some ambiguity, a few spongy concepts and a smattering of awkward or inapplicable methodologies in our rush to accumulate a ready reservoir of scientific data. But perhaps borderlands studies has reached a mat…

Amnesty: Functional modifications of a congressional mandate
National policymakers with little or no workable knowledge of borderlands society have, once again, designed legislation to control illegal immigration on our southern border. But policies created by the judiciary realities of Washington D.C. bureaucracies are quite unrealistic and dysfunctional when implemented along the U.S.-Mexico border. This essay focuses on some of the changes which were necessary to convert amnesty provisions of the Immigr…

Border studies as an emergent field of scientific inquiry: Scholarly contributions of U.S.‐Mexico borderlands studies
In America, the institutions of higher learning are generally ascribed the task of accumulating knowledge and gathering additional truth about man and his world. This is done in a segmented fashion as various academic disciplines circumscribe the limits of their expertise and establish elaborate supportive mechanisms for self-preservation and professional control. Narrower scholarly interests produce fields of inquiry which, though of equal acade…

A Conceptual Analysis of the “A lien Invasion”: Institutionalized Support of Illegal Mexican Aliens in the U.S
On October 22, 1974, the newly appointed Commissioner of the Immigration and Naturalization Service (hereafter INS) Leonard Chapman, Jr. declared: This country is being overrun by illegal aliens. They are coming in by the millions and without legislation and additional money and manpower there is little we can do to halt the flood
Illegal Mexican Labor in the Borderlands: Institutionalized Support of an Unlawful Practice
The U. S.-Mexican Border as a Research Laboratory
The traditional approach to Latin American studies has been through the historical account, emphasizing specific leaders or epochs of a given Latin American nation in change, based on the assumption, mostly implicit, that each of these events may be considered as a unique phenomenon, subject to individual interpretation. This diachronic approach can well serve as a fruitful point of departure for systematic empirical investigations into border La…
Some Latent Consequences of Bureaucratic Efficiency in Disaster Relief
An ever-expanding number of voluntary organizations have been created in recent decades to aid catastrophe victims. This proliferation of new groups, added to already existing relief organizations, has made the coordination of disaster relief increasingly difficult. Moreover, competitive spirit is fostered by the need of each to maintain a popular image of success and compassion since public reactions to their operations determine to a great exte…
