This article surveys nation-building in post-Soviet Azerbaijan over the country’s first quarter-century of restored independence. It examines the core dimensions of ethno-demographic and national minority issues, language policy, and the role of religion in the development of the state’s formal ideology Azerbaycançılıq (Azerbaijanism). The article highlights the nexus of nation-building and regime-building as a dominant trend over the last two de…

  • Requiem for the Unipolar Moment in Nagorny Karabakh

    Laurence Broers•ARTICLE•Current History•2021

The Minsk Group, led by the United States, France, and Russia, has brokered the Armenian-Azerbaijani conflict since the mid-1990s after Armenia-backed secessionists in the unrecognized Nagorno-Karabakh Republic won the first Karabakh war of 1992–94. That mediation embodied the ideals of the mid-1990s unipolar moment, which assumed that liberalized markets and democratic transitions would converge internally to resolve legacy conflicts in postsoci…

  • Cartographies of Consensus and Grievance

    Laurence Broers•ARTICLE•Europe Asia Studies•2020•Citada por: 2•Referências: 13

Azerbaijan is a state both confronting protracted minority group secessionism and culturally associated with large co-ethnic minority groups in neighbouring states. This context has generated conflicting pressures on the visualisation of territory in Azerbaijani geopolitical culture. This article surveys contemporary cartographic practices in Azerbaijan and identifies two salient traditions, one reproducing consensus on the territorial integrity …

  • Armenia's Velvet Revolution

Laurence Broers, Anna Ohanyan•BOOK•Armenia's Velvet Revolution•2020

In April 2018, Armenia experienced a remarkable popular uprising leading to the resignation of Prime Minister Serzh Sargsyan and his replacement by protest leader Nikol Pashinyan. Evoking Czechoslovakia's similarly peaceful overthrow of communism 30 years previously, the uprising came to be known as Armenia's 'Velvet Revolution': a broad-based movement calling for clean government, democracy and economic reform. This volume examines how a popular…

  • Researching networked insurgencies and foreign fighters in Eurasia

    Jean‐françois Ratelle, Laurence Broers•ARTICLE•Caucasus Survey•2016•Referências: 2

Introducing this special issue of Caucasus Survey on networked insurgencies in Eurasia, this article discusses some of the key themes discussed in the issue. We present the case for the networked character of insurgencies in Eurasia, in which distinct insurgent fronts borrow, incorporate and transform ideas, goals and human experiences among themselves in a constantly shifting constellation. We briefly discuss the shifting role of networks and id…

  • Diffusion and default

    Laurence Broers•ARTICLE•East European Politics•2016•Citada por: 5•Referências: 13

This article applies the concepts of linkage and leverage to the Armenian-Azerbaijani conflict. While other post-Soviet conflicts feature cross-border linkages reinforcing the axes of conflict, this study reveals patterns of multi-directional, fragmented and cross-cutting linkages with a wide range of external actors. This pattern has diffused leverage potentials of external actors, accounting for the lack of decisive shifts in the direction of e…

  • Resourcing de facto jurisdictions

    Laurence Broers•ARTICLE•Caucasus Survey•2015•Citada por: 3•Referências: 16

Political economy is a consistently under-researched aspect of unrecognized statehood. Countering homogenizing accounts centred on illegality, this article argues for a comparative analysis in order to arrive at a more differentiated and case-sensitive understanding of how the political economies of de facto jurisdictions in the post-Soviet space function. Drawing on theoretical insights from the literatures analysing late, peripheral and post-co…

  • From “frozen conflict” to enduring rivalry

    Open Access•Laurence Broers•ARTICLE•Nationalities Papers•2015•Citada por: 8•Referências: 35

This article draws on international relations theory to attempt a reframing of the Armenian–Azerbaijani conflict in Nagorny Karabakh as an enduring rivalry (ER): a particular kind of interstate conflict known for its longevity and stability. The article begins by identifying a number of conceptual deficits circulating around this conflict, notably the notion that it is a “frozen conflict,” before introducing the ER framework and its analytical di…

  • Recognising politics in unrecognised states

    Laurence Broers•ARTICLE•Caucasus Survey•2013

De facto states in the South Caucasus have presented a range of theoretical and empirical challenges for both scholars and policy-makers for some 20 years. This article charts the trajectories of different concepts, theories and paradigms deployed over this period to understand de facto states in this region, and in particular their internal dynamics. It is argued that while external factors are central to the sustainability of Abkhazia, South Os…

  • Cartographic Exhibitionism

    Laurence Broers, Gerard Toal•ARTICLE•Problems of Post-Communism•2013•Citada por: 14•Referências: 5

Cartographic representations of Nagorno-Karabakh both illustrate and aggravate the territorial conflict in the Caucasus. At the same time, Armenian geopolitical culture faces internal tensions over how to represent Karabakh and its surrounding territories

  • David and Goliath’ and ‘Georgians in the Kremlin’

    Laurence Broers•ARTICLE•Central Asian Survey•2009•Referências: 11

This article presents a post-colonial perspective on post-Soviet conflict in Georgia. Patterns of group classification and incorporation in the tsarist and Soviet eras are charted, to argue that Soviet Georgia was incorporated as a series of layered peripheries, differentiated not only by ethnic affiliation with titular groups, but also by the mode of incorporation into the wider political unit of which they formed part. This produced contrasting…

  • Filling the Void

    Open Access•Laurence Broers•ARTICLE•Nationalities Papers•2008•Citada por: 9•Referências: 4

Of all the post-Soviet states, the challenge of managing ethnic diversity has perhaps been the most problematic in Georgia. Following the secessions of Abkhazia and South Ossetia in the early 1990s, Georgia has recent experience not only of the radicalization of ethnic relations but also of defeat in violent ethnic conflict. Current debates surrounding the conceptualization and management of ethnic diversity are thus inseparable from urgent quest…
