The impact of state income tax breaks on savings and income security in retirement
State policies exempting retirement income from taxation have the potential to change how people save and spend down their savings in retirement. Using Social Security earnings records linked to the Health and Retirement Survey, this study shows people in states with income tax exemptions on retirement income increase in contributions to tax-deferred retirement accounts. While people in these states accumulate more savings in expectation of being…

Disproportionate Rates of Covid-19 Among Black Canadian Communities

“I Don’t Like All Those Fees” Pragmatism About Financial Services Among Low-Income Parents
Basic financial services facilitate people's ability to manage their finances, save, and receive payments from employers or the government. Drawing on survey data as well as qualitative interviews with 80 mothers with limited incomes, we find that parents take a pragmatic view and use a wide range of financial services to meet their needs including fintech, prepaid cards, and mobile phone-based solutions, as well as traditional banks. Mandatory Mediation and the Renegotiation of Mortgage Contracts
Scholars have studied the use of mediation – a third party to facilitate the settlement of a dispute – in a variety of settings. The theoretical literature asserts that mediated negotiation weakly dominates unmediated negotiation, increasing the flow of information between the principal and the agent. This study tests these predictions using a mandatory mediation policy for mortgage contracts in default. Difference‐in‐differences estimates from t…
Effects of Monitoring on Mortgage Delinquency
In the wake of the housing crisis in 2008, U.S. policymakers have developed a range of policy proposals to address the risk of mortgage borrowers going into payment default. Some of these proposed regulations would effectively eliminate certain loans with riskier borrower characteristics from the market. Such prescriptive approaches fail to recognize alternatives that permit riskier loans to be made, but require postorigination practices designed…
The Effects of Foreclosure Counseling for Distressed Homeowners
In the face of the housing market downturn of the late 2000s, policymakers promoted third‐party mortgage default counseling as a way to help people at risk of losing their homes to avoid foreclosure. Using a unique data set of monthly loan payments remitted to investors combined with administrative data from a national counseling agency, this study estimates the effects of default counseling on the probability that troubled mortgage borrowers wil…
State mortgage foreclosure policies and lender interventions
Due to the rise in foreclosure filings, policymakers are increasingly concerned with helping families in financial distress keep their homes. This paper tests the extent to which distressed mortgage borrowers benefit from three types of state foreclosure polices: (1) judicial foreclosure proceedings, (2) statutory rights of redemption, and (3) statewide foreclosure‐prevention initiatives. Based on an analysis of borrowers in default who reside in…
Comparing Foreclosure Counseling Policies in the US and UK
This article reviews recent developments in the US and UK in response to rising foreclosures, with an emphasis on the provision of advice or counseling to borrowers in mortgage default. Both nations have increased support for counseling programs despite the lack of evidence that counseling is effective. Based on a quantitative study in the US and a qualitative study in the UK, this article provides preliminary evidence that counseling strategies …
SATurated models of pupildom
Adopting a sociocultural theoretical framework and based on ethnographic data from two primary schools, this article seeks to answer the question: what meanings about inclusion and exclusion are encoded in school and classroom practices? It documents the (inclusionary and) exclusionary pedagogic processes that influence learning and children's participation in the learning opportunities on offer to them. From their analysis of observational, inte…
Moments of Inclusion and Exclusion
This paper uses evidence from a small-scale study of two English primary school classrooms to examine school inclusion in its political contexts. We argue that ‘inclusion’ and ‘exclusion’ are complex processes, enacted moment-by-moment by pupils and teachers. Our focus is on the pupils' negotiation of these moments, and we examine how their negotiations are contingent on (although not determined by) a web of intersecting indices of ‘difference’, …
