  • Ageing unequally in Latin America

    Open Access•Javier Olivera•ARTICLE•The Journal of Economic Inequality•2025•References: 1

This paper studies active ageing and its distribution among older adults in a sample of 18 Latin American countries. For this purpose, a multidimensional index of active ageing is estimated for each individual, as well as its distribution in each country. This strategy makes it possible to measure inequalities in the ageing process, and also to consider different value judgements in the overall assessment of well-being during ageing. Thus, the st…

  • Early pension withdrawals and their uneven long‐term effects in Peru

    Open Access•Javier Olivera, José A Valderrama•ARTICLE•International Social Security…•2025

This article examines the potential impact of early pension withdrawals from Peru's individual retirement account system. Originally introduced as a policy response to the COVID‐19 pandemic, a number of large withdrawals were allowed during and after the pandemic. We find that these policies can reduce expected pension wealth by about 40 per cent, but there are important heterogeneous effects. There is a socio‐economic gradient in the distributio…

  • Preferences for redistribution and exposure to tax-benefit schemes in Europe

Open Access•Francesco Andreoli, Javier Olivera•ARTICLE•European Journal of Political…•2020

This paper provides evidence that attitudes towards redistribution are associated with the extent of generosity of the redistributive context experienced by the individual, as measured by the likelihood of receiving positive benefit transfers net of fiscal contribution. We estimate reduced form tax-benefit equations with the EU Statistics on Income and Living Conditions (EU-SILC), and match the implied parameters to the respondents of the Europea…

  • Ageing unequally in Europe

    Open Access•Javier Olivera•ARTICLE•Socio-Economic Review•2020•References: 1

To shed light on the quality of the ageing experience in Europe and its heterogeneity, this study adapts and computes the Active Ageing Index—an index constructed at the country level to monitor ageing quality in Europe—at the individual level. This strategy allows the measuring of inequality in the experience of active ageing and is flexible enough to consider different value judgements in the overall assessment of the quality of life while agei…

  • Inequality in old age cognition across the world

Open Access•Javier Olivera, Francesco Andreoli et al.•ARTICLE•Economics & Human Biology•2018

  • Wealth, Top Incomes, and Inequality

Frank Cowell, Cameron Hepburn et al.•BOOK•National Wealth•2017

Although it is heartening to see wealth inequality being taken seriously, key concepts are often muddled, including the distinction between income and wealth; what is included in ‘wealth’; and facts about wealth distributions. This chapter highlights issues that arise in making ideas and facts about wealth inequality precise, and employs newly available data to take a fresh look at wealth and wealth inequality in a comparative perspective. The co…

  • Cognitive functioning among poor elderly persons

Open Access•Rafael Novella, Javier Olivera•ARTICLE•IZA Journal of Development and…•2017•References: 3

The recent emergence and expansion of non-contributory pension programmes across low- and middle-income countries responds and contributes to a larger attention towards the population of elderly individuals in developing countries. These programmes are intended to reduce poverty in old age by providing monetary transfers in mean-tested schemes. However, little is known about the most salient characteristics of this population, particularly health…

  • Pension Insecurity and Wellbeing in Europe

    Open Access•Javier Olivera, VALENTINA PONOMARENKO•ARTICLE•Journal of Social Policy•2017•Cited by: 4•References: 45

This paper studies pension insecurity in a sample of non-retired individuals aged 50 years or older from 18 European countries. We capture pension insecurity with the subjective expectations on the probability that the government will reduce the pensions of the individual before retirement or will increase the statutory retirement age. We argue that changes in economic conditions and policy affect the formation of such probabilities, and through …

  • Welfare, Inequality and Financial Effects of a Multi-Pillar Pension Reform

Javier Olivera•ARTICLE•The Journal of Development Studies•2016

This paper studies the potential effects of a multi-pillar pension system on pension inequality, actuarial liability and welfare in Peru, by means of simulations of future distributions of pensions with social security administrative records. The results show that actual pension inequality and actuarial liability can be substantially reduced with welfare preserving policies. The simulations illustrate that when welfare is considered, it is import…

  • Successful ageing and multi-dimensional poverty

    Open Access•Javier Olivera, Isabelle Tournier•ARTICLE•Ageing and Society•2016•Cited by: 3•References: 33

This study investigated the determinants of Successful Ageing (SA) in a sample of 4,151 Peruvians aged between 65 and 80 years and living in poverty. A key contribution of this study is to combine the conceptual appeal of SA to measure wellbeing in old age with the multi-dimensional poverty counting approach developed in the economic literature. This setting allows for moving beyond the dichotomy of successful and usual ageing to take advantage o…

  • Is low fertility really a problem? Population aging, dependency, and consumption

Open Access•Ronald D Lee, Ronald Lee et al.•ARTICLE•Science•2014

Longer lives and fertility far below the replacement level of 2.1 births per woman are leading to rapid population aging in many countries. Many observers are concerned that aging will adversely affect public finances and standards of living. Analysis of newly available National Transfer Accounts data for 40 countries shows that fertility well above replacement would typically be most beneficial for government budgets. However, fertility near rep…

  • Preferences for redistribution after the economic crisis

    Open Access•Javier Olivera•ARTICLE•Economics and Business Letters•2014

This paper analyses the effects of the recent Economic Crisis on individual preferences for redistribution in 23 European countries. After implementing a decomposition of the variation in these preferences, it is showed that the crisis was highly significant in increasing support for redistribution. It is found that more unemployment and, in particular, youth unemployment has considerably raised the citizens’ demand for redistribution.

  • Voluntary affiliation to Peru's individual accounts pension system

    Open Access•Carmen A Li, Javier Olivera•ARTICLE•International Social Security…•2009

One important aspect in the design of social protection is coverage. In Peru, as in most Latin American countries, social security coverage is mandatory only for workers in the formal sector. This article investigates the determinants of voluntary affiliation to Peru's individual accounts pension system. It is found that married males with more than high‐school level education living in high income households and with other family members already…
