The Importance of Political Context for Understanding Civic Engagement: A Longitudinal Analysis
Variations of Citizenship Education: A Content Analysis of Rights, Obligations, and Participation Concepts in High School Civic Textbooks
A quantitative content analysis of three widely adopted high school civics textbooks revealed that concepts associated with traditional liberalism—citizens' rights and freedoms—far outnumber concepts associated with classical republicanism or communitarianism (e.g., civic virtue, the reciprocal relation between citizens' rights and their responsibilities to the public good). Moreover, this focus on rights and freedoms to the relative exclusion of…
Collectivistic Values and Individualistic Language as Predictors of Endorsement of Citizenship Activities Among High School Students
This is an exploratory study to determine whether the way in which attitudes about citizenship actions were measured would predict American students' endorsement of those actions. In a split-half design, half of the student respondents completed a questionnaire in which they rated the extent to which various citizenship actions were important; the other half of the sample rated those same actions on the extent to which they constituted duties. Co…
Why Improving Preservice Teacher Educational Technology Preparation Must go beyond the College's Walls
To prepare new teachers to use technology within their programs of preparation, schools, colleges, and departments of education (SCDEs) can develop and require coursework in which students learn how to operate and teach with technology and set expectations that students demonstrate their integration abilities during student teaching. This survey of student teachers found that setting these expectations for designing and delivering instruction usi…
Civic Culture Meets the Digital Divide: The Role of Community Electronic Networks
The concept of social capital reflects the norms and social relations embedded in the social structure of societies that enable people to coordinate community action to achieve desired goals. Our research focuses on the role that norms of cooperation and civic and political culture play in addressing the “digital divide” in computer use and Internet access. We review evidence from mail surveys of randomly selected respondents in two rural Minneso…
A Tale of Two Towns: Assessing the Role of Political Resources in a Community Electronic Network
The Impact of High School Community Service Programs on Students’ Feelings of Civic Obligation
Proponents of community service programs often claim that such programs succeed in educating youth for democratic citizenship where traditional civics instruction falls short. Yet it is not clear that all service programs envision such citizenship as linked to political engagement and participation. It is hypothesized that only service programs that frame service within a wide political context and offer opportunities for public action increase p…
Social Capital and Community Electronic Networks: For-Profit Versus For-Community Approaches
In this article, the authors discuss the implementation of a community electronic network in a rural Minnesota town. The network is intended to help the community keep up with global technological progress by increasing access to the Internet. The current project compares this community approach to electronic networks with an economic, for-profit approach utilized in a nonequivalent control community. Drawing on the theory of social capital, the …
Rights and Obligations in Civic Education: A Content Analysis of the National Standards for Civics and Government
A quantitative content analysis of the National Standards for Civics and Government revealed that concepts associated with traditional liberalism—citizens' rights and freedoms—far outnumber concepts associated with classical republicanism or communitarianism (e.g., civic virtue, the reciprocal relation between citizens' rights and their responsibilities to the public good). Electronic Communities: Assessing Equality of Access in a Rural Minnesota Community
The recent implementation of a community electronic network is examined. The network is intended to help the rural community of Grand Rapids in northern Minnesota keep up with global technological progress. The present study is a baseline examination of social, political, and technological conditions in the community. Changes in social capital are hypothesized as a result of the wide-area network. Focus groups and survey research are used to asse…
