  • Dream Hoarders

Sarah F Liebschutz, Richard Reeves et al.•BOOK•Federal aid to Rochester•2017

Dream Hoarderssparked a national conversation on the dangerous separation between the upper middle class and everyone else. Now in paperback and newly updated for the age of Trump, Brookings Institution senior fellow Richard Reeves is continuing to challenge the class system in America. In America, everyone knows that the top 1 percent are the villains. The rest of us, the 99 percent?we are the good guys. Not so, argues Reeves. The real class div…

  • The Implementation of Hava in New York

    Sarah F Liebschutz•ARTICLE•Publius The Journal of Federalism•2005

New York's election system, virtually intact for more than a century, will change in 2006. New York was the last state to bring its laws in compliance with the Help America Vote Act (HAVA). What were New York's implementation choices? What accounts for the state's “strategic delay” in responding to HAVA? Strong, competitive parties and a widespread perception that the system was not broken helped to maintain the status quo. Interest groups, notab…

  • Interstate Economic Relations

    Open Access•Sarah F Liebschutz•ARTICLE•Perspectives on Politics•2005•Cited by: 1

Interstate Economic Relations. By Joseph F. Zimmerman. Albany: State University of New York Press, 2004. 308p. $60.00. Scholars of American federalism have focused much more attention on relations between federal and state governments than they have on those among states. Joseph F. Zimmerman is the exception. Although this book is replete with an impressive number of citations, it is Zimmerman himself who has almost single-handedly rectified this…

  • The Deductibility of State and Local Taxes

Sarah F Liebschutz, Irene Lurie•ARTICLE•Publius The Journal of Federalism•1986

This paper explores a number of possible arguments for taking state and local tax payments into account in the federal income tax base. Traditional arguments regarding benefit spillovers and tax exporting are more consistent with targeted intervention at a less centralized level. Applications of commodity tax arguments to this setting suggest that there could be equity gains to taxing rather than subsidizing at least property tax payments. Yet, t…

  • The National Minimum Drinking-Age Law

    Sarah F Liebschutz•ARTICLE•Publius The Journal of Federalism•1985•Cited by: 2

The National Minimum Drinking-Age Act of 1984 was hailed by some observers as a welcome and appropriate exercise of federal power. However, the act also constituted an invasion of states' rights. The act stipulates a minimum legal age of 21 for the purchase or public possession of any alcoholic beverage, and incorporates sanctions against states whose laws are not in compliance. This article evaluates the constitutional bases for federal intergov…

  • Neighborhood Conservation

    Sarah F Liebschutz•ARTICLE•Publius The Journal of Federalism•1983

Neighborhood conservation is an objective widely espoused by American cities. But movement from advocacy of conservation to allocation of funds for specific neighborhoods involves difficult political choices for local officials who must respond to neighborhoods competing for scarce resources. The experience of Rochester, New York, the state's third largest city, closely parallels the national experience—shifts away from renewal and clearance acti…
