Gun violence and the political economy of forced labor investigations in Brazil
This paper examines how gun violence affects the efficiency of Brazil’s specialized government team that investigates forced labor. We develop a rational-choice model in which violence distorts informational signals: gun-related incidents generate more third-party complaints, creating misleading leads and reducing investigative accuracy. This signal-distortion mechanism increases the number of investigations but lowers their precision if the leve…
Land invasions and contemporary slavery
Do landless social movements reduce labor coercion? We examine this question using a panel dataset on contemporary slavery and land invasions in Brazil from 1995 to 2013. On average, a single land invasion reduces the number of enslaved workers by 15–20% in a municipality-year. To ground the empirics, we develop a formal model of how invasions alter landowners’ incentives to employ coerced labor. We further show that invasions do not raise the li…
Legislature size and welfare
How does legislature size impact public service provision? Despite the importance of institutional design for democratic governance, the effect of legislative features on citizen welfare remains little understood. In this article, we use a formal model to show that increasing legislature size improves public goods delivery. We argue that changes in bargaining costs depend on whether additional legislators share the executive's party affiliation: …
Do conditional cash transfers improve intergenerational gains in educational achievement
Conditional cash transfers and child labor
United we stand and divided we fall
Coalition formation is considered an important tool to leverage bargaining power in GATT/WTO negotiations. While most of the literature has focused on developing countries, we show that sizable economies are the primary users of coalitions at the GATT/WTO. We also find evidence that middle powers do not exhibit distinctive collectivist behavior at the WTO. There is a linear and strong relationship between countries’ economic power—measured as rea…
Prejudice, Strategic Discrimination, and the Electoral Connection
Can electoral incentives mitigate racial and class prejudices toward underrepresented groups? We use a pair of large‐scale field experiments to investigate the responsiveness of Brazilian legislative candidates to information requests from fictitious voters before and after the 2010 elections. Our panel study design allows us to examine how politicians’ electoral incentives and prejudices jointly affect their responsiveness to voters with randoml…
Compulsory Voting Can Increase Political Inequality
One of the most robust findings on political institutions is that compulsory voting (CV) reduces the participation gap between poorer and wealthier voters. We present evidence that in Brazil, the largest country to use such a rule, CVincreasesinequality in turnout. We use individual-level data on 140 million Brazilian citizens and two age-based discontinuities to estimate the heterogeneous effects of CV by educational achievement, a strong proxy …
Reforming Institutions from Inside
Some authors argue that the federal system in Brazil leads to economic inequality. Nevertheless, there are federations with low levels of inequality, such as Canada, Australia and Germany. Using the Brazilian case as an example, we argue that this can be partly explained by the rules of intergovernmental transfers and taxation of the federation. I propose a typological theory of inter-jurisdictional transfers: inequality reducing transfers; trans…
The Bigger, the Better
What does it take to make a coalition successful? Bigger coalitions are more likely to be successful because the GATT/WTO is a consensus-based institution and countries are informally penalized if they isolate themselves. Through a Bayesian statistical analysis, the article corroborates the above hypothesis. To further investigate the research question, qualitative case studies of the G-10 in the Uruguay Round and the Public Health Coalition in t…
Lula's foreign policy and the quest for autonomy through diversification
The objective of this article is to analyse the changes brought about by the foreign policy of Lula's first administration (2003 – 06). To discuss the topic, we will make use of three notions: autonomy through distance, autonomy through participation and autonomy through diversification. These notions explain the main changes occurring in Brazilian foreign policy from 1980 to the mid-2000s. We will conclude by demonstrating how the autonomy throu…
