Uncovering the Rule of Law in European Countries
This article examines the multifaceted nature of the rule of law. It primarily shows a way to measure how the meaning of the rule of law differs across countries, or across different contexts more generally, by analyzing parliamentary discourse on the rule of law. The findings point to a convergence in the conceptualization of the rule of law across diverse legal traditions despite ex ante differences between common law, French, German, and post-…
Blame Shifting in Presidential Systems
How do ministerial terminations affect presidential approval? Presidents face unexpected challenges related to stochastic events such as scandals, policy failures, or economic crises. We argue that the termination of ministers who have received calls for their resignation presents an opportunity for the president to send signals to the electorate in the expectation of a corrective effect on popularity through a blame-shifting dynamic. The central…
Machine Learning and Political Events
This paper describes the creation of a novel dataset on ministerial turnover and resignation calls in 12 presidential cabinets in Latin America from the mid-1970s to the early 2020s. The indicators on resignation calls and reallocations of cabinet members are entirely novel. Both constitute a relevant empirical contribution not only to the study of political dynamics in presidential systems and cabinet politics but also to public opinion and publ…
Cabinet Reshuffles and Parliamentary No-Confidence Motions
How do cabinet reshuffles affect the parliamentary opposition's use of no-confidence motions in the government? Opposition parties employ no-confidence motions as electoral signals to highlight government incompetence and to position themselves as a government in waiting. We argue that cabinet reshuffles – which prime ministers use to respond to policy failures, scandals, poor ministerial performance and disloyalty – present an opportunity for th…
Territorial patterns of open e-government
This article analyses the development of open e-government between 2019 and 2021 in Chile’s 345 municipalities. We aggregated an e-government index (EGi) to measure the provision of local digital services for citizens. We then combined this with indicators of transparency and access to public information to create an open e-government index (OEGi). Our empirical strategy is based on geospatial econometric analysis in two stages: first, we describ…
Power Hierarchies and Visibility in the News
This article studies determinants of political actors’ visibility in the news, and their stability over time, observing the press coverage received by Chilean politicians in the elite press since the beginning of the democratic transition in 1991 and until 2019. In dialogue with theories of news values, we test how political positions in a markedly presidential system, the belonging to a government coalition, gender, and the association to confli…
Ministerial stability during presidential approval crises
This article analyses the effect of ministers’ exposure to periods of low presidential approval in Brazil and Chile between 1990 and 2014. Approval is explored with quarterly estimates using a dyad-ratios algorithm and merged into a time-dependent cabinet data set to evaluate individual ministerial terminations ( N = 4245). The empirical strategy combines time-varying exposure Cox regressions with observational data and propensity score and match…
Evolution and early government responses to Covid-19 in South America
The Politics-Administration Dichotomy
This article presents a case study of the Chilean executive, focusing on the civil service in the period after the Pinochet dictatorship and the country's transition to democracy. It provides synchronic and diachronic analysis of the organisation of the executive, public employment and the civil service. Both the qualitative description and statistical evidence reveal the establishment of a flexible regime of public employment with low levels of …
This article analyzes cabinet turnover and factors that had an influence on the survival of 180 ministers in Chile between 1990 and 2010. With survival analysis, specifically, proportional hazards models and Cox regressions with shared-frailty, the individual characteristics of ministers, such as survival/risk predictors and the influence of institutional factors and critical events, are evaluated. It reveals that there were different individual …
Los think tanks en el gabinete
This paper analyses the main factors that allow access to Michelle Bachelet’s cabinet (2006-2010) and to Sebastián Piñera’s cabinet (2010-2014) in Chile, with focus on the influence of participation in think tanks to access the cabinet. We work with a database of 102 cases corresponding to 90 people who were appointed ministers in the mentioned period. We present a description of the group, and a Qualitative Comparative Analysis (QCA). The result…
