Organizing a sport mega-event in a poor and earthquaked country: The case of Chile ́s 1962 world cup
This paper aims to contribute to the debate on how the bodies responsible for organizing sports mega-events can successfully overcome challenges during the preparation phase. It also aims to understand how initially identified legacies can be modified to enhance the viability of the events. For this purpose, the 1962 World Cup is analysed through the use of the historical method. The paper highlights the importance of aligning the work plans of s…
Welcome to Santiago. Commercial aviation relations between Chile and the socialist countries, 1970–1973
This study analyses why Cuba, the Soviet Union, Bulgaria and Czechoslovakia attempted to establish air transport agreements with Chile, as well as their objectives and those of their airlines. It also examines the response of the Allende government and other Chilean key actors. The paper shows that the interest in signing these agreements lay in the Socialist bloc countries. Their reasons varied depending on their particular situation and foreign…
Malnutrition Rates in Chile from the Nitrate Era to the 1990s
Following Salvatore and the WHO, in this article, we provide the first long-term estimates of malnutrition rates for Chile per birth cohort, measured through stunting rates of adult males born from the 1870s to the 1990s. We used a large sample of military records, representative of the whole Chilean population, totalling over 38 thousand individuals. Our data suggest that stunting rates were very high for those born between the last three decade…
The incorporation of women into the public sector in Chile, 1860–1930: From rejection to encouragement
The incorporation of women into the public arena has increasingly attracted the attention of scholars in public administration. Yet there has been little analysis of this phenomenon from a long-term perspective. This article is an evaluation of the integration of women into the public sector in Chile from the mid-nineteenth century to the Great Depression, c.1860–1930. Based on the national budget and statistical yearbooks, the article provides t…
Height of Male Prisoners in Santiago de Chile during the Nitrate Era: The Penalty of being Unskilled, Illiterate, Illegitimate and Mapuche
This article contributes to the study of inequality in the biological welfare of Chile's adult population during the nitrate era, ca. 1880s-1930s, and in particular focuses on the impact of socioeconomic variables on height, making use of a sample of over 20,000 male inmates of the capital's main jail. It shows that inmates with a university degree were taller than the rest; that those born legitimate were taller in adulthood; that those (Chilean…
“An absolutely Chilean institution”. Línea Aérea Nacional , Chile (1929–45)
This article analyses the early Chilean State experience in the management of its flag-carrying airline, Línea Aérea Nacional. Drawing on Línea Aérea Nacional documents as well as newspapers, laws, and parliamentary debates, the article reconstructs the development of the company between 1929 and 1945. The central argument of this article is that, although Línea Aérea Nacional was created as an instrumental State-owned enterprise to ensure nation…
An Honourable Profession: Public Employees and Identity Construction in Chile, 1880-1920
This paper analyses how public employees at two Chilean government offices constructed their occupational identities. In contrast to the vast majority of previous work, which took the 1920s as its starting point, this study focuses on the period between 1880 and 1920. Additionally, the construction of identity is analysed in direct relation to performance in the workplace. The paper asserts that public criticism of their performance prompted publ…
Positivism, Evolutionism, and Public Administration: The Work of Valentín Letelier (1886–1917)
This article analyzes the administrative theory developed by Valentín Letelier (1852–1919), a prominent lawyer, intellectual, and public figure of the second half of nineteenth-century Chile. The focus is on how a Latin American public administration scholar moved from positivism to evolutionism, and answers key questions about the nature of public administration, such as what is characteristic of government bureaucracy and how it may differ from…
Rasgos burocráticos en las reformas administrativas en el Chile de la década de 1880
In the 1880s, Chile experienced important changes in different social spheres that questioned the operating efficiency of state institutions. In order to cope with these difficulties, a broad process of administrative reform was initiated, especially with respect to the adoption of bureaucracy as the way to design public administration. In this regard, the article analyzes the organizational design of a series of institutions so as to evaluate ho…
Removed from the Bargaining Table: The CUT during the Bachelet Administration
As a candidate, Michelle Bachelet asserted that hers would be a citizens' government. This gave the impression that she would create a favorable climate for social actors such as the Central Unitaria de Trabajadores (Unitary Workers' Federation-CUT) to participate in the policy-making process. Instead, while the government treated the federation as labor's representative both for negotiating the minimum wage and for reaching agreements in importa…
