From Quasi-Federation to Quasi-Confederacy? The Transformation of India's Party System
The article begins by explaining and classifying the national, state, and registered political parties that have proliferated in India since 1980 (when 36 parties contested). It then proposes that the number be reduced. The designation “national party” should be confined to parties that are nationwide in appeal. Registered parties should be confined to state elections. Indian federalism has become less centralized as a result of popular pressures, the breakdown of Congress dominance, and the fragmentation of political parties. Economic challenges to cooperative federalism emerge from market reforms, the search for investments, and the World Bank structural adjustment plans adopted in selected states. Canada and India have hybrid systems of government. Both experienced constitutional crises in the 1970's. These crises have usually been treated as sui generis. It is the hypothesis of this article that the crises raise fundamental questions regarding the very nature of such systems, which are based on “parliamentary federalism,” a political system invented in Canada to provide strong central government.
